Eastlight Community Homes is planning electrical safety compliance services for its housing portfolio. The service would support approximately 13,100 domestic properties, 600 communal areas, five commercial or non-domestic properties, and 26 supported and specialist housing schemes. The procurement is at planning stage and currently consists of preliminary market engagement, rather than an invitation to tender. Eastlight expects to use supplier feedback to shape the specification, contract structure, service standards, performance measures, social value requirements and procurement route; the final route has not yet been settled. The market engagement survey is expected to close on 6 August 2026. The proposed single-lot contract is expected to run from 1 April 2027 to 31 March 2030, with a possible extension to 31 March 2032. Its estimated value is £3,416,000 excluding VAT, or £4,099,200 including VAT. The contract is above the relevant threshold, and Eastlight reserves the right to renew it.

This engagement will suit electrical contractors and specialist compliance providers with established experience in social housing electrical safety. Relevant capability includes delivering large EICR programmes, PAT testing, lightning protection testing and certification, electrical remedial works, emergency and out-of-hours response, and compliance management and reporting. Suppliers should be prepared to manage resident liaison and access across domestic, communal, commercial, supported and specialist housing settings. The buyer is seeking market views on delivery models, service standards and KPIs, mobilisation, digital reporting, social value, innovation, best practice, and operational risks. Organisations with the capacity to coordinate testing, remedial activity, certification, customer access and reliable compliance data should consider contributing.
