Summary of the contracting process

Cheshire West and Chester Council is procuring public health nursing services to deliver the Healthy Child Programme across Cheshire West and Chester. The service covers babies, children and young people from birth to age 19, extending to age 25 for care leavers and people with special educational needs and disabilities. It is the national delivery model for public health nursing. The programme is intended to give children a healthy start, identify and address health needs early, prevent illness, support school readiness and learning, protect children and families, and promote health equity. The opportunity is for organisations able to provide a comprehensive children’s public health nursing service across the full age range and deliver the programme’s preventative and safeguarding objectives.

The procurement has reached tender: the council invited offers through a two-stage Provider Selection Regime competitive process. Bidders first submit a provider selection questionnaire (PSQ); submissions will be evaluated and up to four providers will be shortlisted for dialogue and a final bid stage. Offers must be submitted electronically in English by 10 September 2026 at 10:00. Bid opening is scheduled for 10 September 2026 at 10:05, with evaluation scheduled to start at 10:05. The contract is intended to run from 1 July 2027 to 30 June 2033, with two possible two-year extensions at the council’s discretion. The contract allows electronic invoicing and payment, and does not allow variants.

This opportunity suits established public health, community health or social care providers with the clinical workforce and operational capacity to deliver public health nursing for a large and diverse child and young-person population. Relevant capability includes health visiting and school nursing provision, early identification of health needs, prevention, health promotion, safeguarding, family support and work that improves school readiness and reduces health inequalities. Suppliers should be able to support children and young people with special educational needs and disabilities, care leavers and families across the full stated age range. Experience of delivering national or locally commissioned children’s health programmes, coordinating with schools and other public services, and managing a long-term, outcomes-focused service would place providers well.
