The London Borough of Hackney intends to establish a temporary accommodation framework for households requiring emergency, short-term or longer-term accommodation in Hackney. The planned service covers five accommodation types: hotel bed-and-breakfast rooms without cooking facilities; furnished annexes offered on demand under licence; hostels with varying levels of self-contained bathing or cooking facilities; furnished private-sector leased homes for households for whom Hackney has accepted an accommodation duty; and accommodation for people with no recourse to public funds, including resettlement support and household starter packs such as bedding, utensils, basic provisions, Wi-Fi and working utilities. The procurement is for social work and related services, with accommodation providers, landlords, hotel operators, hostel operators and organisations able to provide household support likely to be relevant.

This procurement is at the planning stage: Hackney has announced its intention to procure and has not yet invited tenders. It expects to use a framework agreement, likely divided into five lots covering bed-and-breakfast, annexes, hostels, private-sector leased accommodation and no-recourse-to-public-funds provision. The current published detail includes a planned contract period from 1 January 2028 to 31 December 2035 and an estimated value of £352,000,000 excluding VAT, or £422,400,000 including VAT. Hackney expects the next procurement notice on 29 January 2027. Market engagement is planned through a questionnaire to be completed by 10 September 2026, followed by a market engagement event on 24 September 2026. These are engagement dates, not tender deadlines.

The framework is likely to suit suppliers with access to suitable accommodation in Hackney and the operational capacity to provide different household settings over a long-term framework period. Relevant businesses may include hotels providing emergency rooms, landlords and property managers offering furnished annexes or family homes, hostel operators, and accommodation or support providers working with households who have no recourse to public funds. Suppliers should be prepared to manage accommodation with differing facilities, including rooms, self-contained bathing or cooking areas, furnished properties and short-notice licence arrangements. Providers of resettlement assistance and household starter packs may also be well placed for the NRPF requirement. Hackney has indicated that small and medium-sized enterprises and voluntary, community and social enterprises may be suitable participants. Temporary Accommodation Framework Market Engagement Event It is envisaged the Framework is likely to be split into a number of lots, to include the following: Lot 1 - Bed and Breakfast Rooms of various sizes available in Hotels without cooking facilities. These rooms are used on an emergency basis, the length of use for families is limited to 6 weeks and paid for on a nightly basis. Lot 2 - Annexes Predominantly family sized properties used on a spot purchase (on demand) basis, originally used as short term emergency accommodation. They are fully furnished and tenure is based on a licence, and evictions can be carried out at short notice. Lot 3 - Hostels Rooms of various sizes, from single to family size, most of which have some self-contained facilities, either bathing or cooking or both. Lot 4 - Private Sector Leased. Mainly family sized properties offered to households as Stage 2 accommodation, where Hackney have accepted a duty to the household. These are also fully furnished. Lot 5- No Recourse to Public Funds (NRPF) Properties for persons with NRPF, for families who will need resettlement support and household provisions in the form of "starter packs", e.g., bedding, utensils, basic provisions, wifi, working utilities.
