City of Bradford Metropolitan District Council is developing a service providing alternatives to traditional respite for unpaid carers in Bradford. The planned service will offer access to free and low-cost day trips, leisure activities and community opportunities, alongside information, advice and guidance to help carers plan and arrange their own short breaks and activities. The Council wants to work with providers to shape the service model, specification and delivery approach before commissioning. This is a health and social work service, covering activity across Bradford. It is intended for organisations with experience supporting carers, including social enterprises, voluntary and community organisations, and other specialist providers able to deliver practical short-break and community-based support.

The procurement is at the planning stage, before the tender process. The Council intends to use a light-touch services regime for one above-threshold lot, with an estimated value of £750,000 excluding VAT (£900,000 including VAT). The anticipated contract period is 1 April 2027 to 31 March 2030, with renewal potential extending to 31 March 2032. The Council expects to hold one-to-one market-shaping discussions during August 2026, followed by an online market engagement event on 10 September 2026 from 13:30 to 14:30. The market engagement milestone is scheduled for 2 October 2026, and the next notice is expected on 5 October 2026. The planning stage includes consultation to inform the future service specification and delivery model.

This will suit providers already supporting unpaid carers and able to organise accessible, varied activities in community settings. Relevant capability includes arranging day trips, leisure opportunities and short-break activities; building relationships with community groups and activity providers; and providing clear information, advice and guidance that enables carers to make their own arrangements. The Council is specifically seeking practical feedback on how the service could be delivered, so organisations with experience designing flexible, person-centred support models should prepare evidence from comparable work. Small and medium-sized enterprises, voluntary, community and social enterprises are identified as suitable. Providers should be ready to discuss partnership working, reach across Bradford, safeguarding, accessibility, monitoring and the resources needed for reliable delivery.

City of Bradford Metropolitan District Council wishes to inform and engage providers who have experience of delivering support to carers of its plans to commission a service which provides alternatives to traditional respite, in advance of a tender process this autumn. The Council is keen to work collaboratively with potential providers to help shape the future service model, including: * Access to free and low-cost day trips, leisure activities and community opportunities. * Information, advice and guidance to empower Carers to plan and arrange their own short breaks and activities. Market shaping opportunity (August 2026) As part of the service development process, we would like to invite potential providers to meet with us during August to help shape the service specification and delivery model, provide feedback on the proposed service model, and discuss how they may approach the delivery of this service. Informal discussions will be held on a one-to-one basis with members of the Commissioning Team. Market Engagement Event (September 2026) Following the individual engagement meetings, the Council will hold an online market engagement event via Microsoft Teams on 10th September from 13.30 to 14.30.
