Summary of the contracting process

South Lanarkshire Council is seeking a contractor to provide specialist property cleaning, clearance and waste disposal across South Lanarkshire. The work covers properties affected by trauma incidents, hoarding, abandonment, tenancy changes and environmental neglect. Services include clearing, cleaning and disinfecting homes; removing, transporting and lawfully disposing of furniture, household contents and general waste; and cleaning properties to an acceptable standard for occupation or handover inspection. Specialist work includes sanitising and decontaminating areas affected by body fluids, biological matter and other hazardous materials. Garden clearance may include green waste, fly-tipped and general waste, and persistent organic pollutants. The contractor supplies the labour, vehicles, equipment, consumables and disposal arrangements needed to carry out the work safely and in line with legislation, health and safety requirements and waste regulations.

The Council invited tenders through an open procedure for one contract, evaluated on the most economically advantageous tender basis: quality accounts for 40% and price for 60%. The tender submission deadline was 9 November 2026 at 12:00 UTC. The contract is planned to run for 1,080 days, with an option to extend for up to a further 36 months. The estimated value is £15 million. Bidders must provide relevant examples of similar services delivered in the previous three years and complete the required procurement questionnaire. Assessment includes mandatory and discretionary exclusion checks, trade-register and authorisation requirements, and financial checks: bidders must pass at least two of three tests for profitability, liquidity and gearing. The successful bidder must provide required declarations and certificates before award. The Council requires at least 500 community-benefit points.

This requirement suits specialist cleaning and clearance businesses able to respond professionally to sensitive and potentially hazardous property conditions, including trauma scenes, severe hoarding and biological contamination. Suppliers need the operational capacity to provide their own trained staff, vehicles, equipment, consumables and compliant waste-disposal arrangements, including removal and transport of household, garden and hazardous waste. Relevant experience must be evidenced through examples of comparable services delivered in the past three years. Bidders need a Goods Vehicle Operator’s Licence and a Waste Carrier Licence, and the recommended supplier must hold ISO 9001 or an equivalent quality-management scheme and ISO 14001 or an equivalent environmental-management standard. Employers’ liability cover of £10 million and public liability cover of £5 million is required or must be committed to before contract commencement. Community-benefit delivery is also a scored part of the opportunity.

South Lanarkshire Council's Housing and Technical Resources, Building Services require to appoint a suitably qualified contractor to provide specialist house cleaning, clearance and disposal services within properties throughout South Lanarkshire. The Contractor will be required to deliver a responsive and professional service to address a range of circumstances, including properties affected by trauma incidents, hoarding, abandonment, tenancy changes and environmental neglect. Services shall be carried out in accordance with all relevant legislation, health and safety requirements and waste disposal regulations. The scope of the services include, but is not limited to:- - Full property clearance, cleaning and disinfection services, including the removal, transportation and lawful disposal of furniture, household contents and general waste. - General cleaning services to bring properties to an acceptable standard for occupation, inspection for handover. - Specialist cleaning, sanitisation and decontamination involving the removal and safe disposal of body fluids, biological matter and other hazardous materials. - Garden clearance services, including the removal and disposal of green waste, fly-tipped materials, general waste and Persistent Organic Pollutants (POPs) where required. The Contractor shall provide all necessary labour, vehicles, equipment, consumables and disposal arrangements necessary to deliver the services in a safe, efficient and environmentally responsible manner.

This contract will be awarded via the Open Tender procedure based on the most economically advantageous tender (MEAT) criteria under regulation 28 of the Public Contracts (Scotland) Regulations 2015 which enables the Council to take account of criteria that reflect qualitative technical aspects of the tender submission as well as price when reaching an awarding decision.

Renewal: Option to extend for a further period of up to 36 months.
