Summary of the contracting process

NHS Essex Integrated Care Board has commissioned a lung cancer screening service covering North East Essex and Suffolk. The requirement is limited to the lung health check component of the programme, rather than an end-to-end pathway: appropriate patients are referred to East Suffolk and North Essex NHS Foundation Trust for low-dose CT scans. The service involves medical practice and wider health services (CPV 85121000), delivered through community-based estates and links with GP practices, primary care, acute services and the local lung cancer programme. The existing delivery model includes GP Primary Choice Ltd, which subcontracts the Suffolk activity to the Suffolk GP federation. The purpose is to support earlier cancer diagnosis, improve access, reduce health inequalities and integrate patients into the appropriate screening pathway.

The procurement has been awarded under the Provider Selection Regime’s direct award process C, following assessment of the existing provider. GP Primary Choice Ltd was awarded the contract on 28 April 2026. The contract was signed on 28 April 2026, has a value of £1,096,896, and runs from 1 September 2026 to 31 March 2028. It is a limited procedure without prior publication of a call for competition, with one supplier and one lot. The cost-and-volume arrangement pays £41.80 per lung health check, with a 2026/27 trajectory of 25,709 checks, plus £22,260 for a clinical director working one programmed activity per week across Ipswich and North Essex. Evaluation used quality and innovation (30%), integration, collaboration and service sustainability (25%), value (20%), access, health inequalities and choice (20%), and social value (5%).

This requirement indicates demand for providers able to deliver community-based lung health checks at programme scale, while coordinating closely with GP practices, primary care, acute services and NHS cancer programme leads. The lung cancer screening service is currently delivered by GP Primary Choice (GPPC). They are commissioned across North East Essex and Suffolk, but sub-contract the Suffolk activity to the Suffolk GP federation. This contract was passed to Essex ICB from Suffolk and North East Essex ICB as part of the ICB reorganisations in April 2026. GPPC have delivered the contract since the start of the Lung Cancer Screening Programme in Suffolk and North East Essex. This contract is only focussed on the lung health check component and is not an end-to-end service. After the lung health checks are completed, GPPC refer appropriate patients to ESNEFT for their low dose CT scan. The model is built on strong relationships across including integration with primary care and acute services. GPPC lead a culture of partnership working across partners and have a great understanding the population of the local population demographics, patients' needs and are part of primary care and neighbourhood development across North East Essex. No concerns have been raised regarding quality of the service and GPPC have been on track with their activity plans for 25/26 and continue to be on track year to date for 26/27. Quality Audit. The provider is a progressive and responsive organisation with good mix of staff and experience. They are currently delivering several other projects in relation to cancer across North East Essex and there are no concerns raised. They have estates embedded within the community and are working closely with the ICB lung cancer programme manager. The provider has a good link and relationships with primary care. There are always patients who are aging into the eligibility criteria and they have good systems in place with GP practices to ensure that they can get the details of patients who are aging in so they can then access the screening programme. The contract is a cost and volume contract with GPPC paid PS41.80 per lung health check carried out and the trajectory for 26/27 is 25,709 health checks. GPPC are also paid to provide a clinical director across Ipswich and North East Essex at PS22,260 for 1 PA per week. This means the annual contract value is PS1,096,896. This is funded by the cancer alliance and not from the ICB budget.

The provider is an existing provider, who is currently satisfying the requirements of the existing contract. The provider has been assessed against the criteria specified for this DAP C process: Quality & Innovation 30%. Value 20%. Integration, Collaboration & Service Sustainability 25%, Access Health Inequalities and Choice 20%; Social Value 5%. Key criteria were specified, and assessment against each criterion was assessed based on the current service delivery model and performance. and the supplier meets all the requirements specified to the satisfaction of the ICB, and it is expected that they will satisfy the requirements of the new contract. The considerable change test has been completed and the unit price has not changed and the activity growth is within typical patient growth.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For avoidance of doubt, the provisions of the Public Contract Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by Wednesday 12th August 2026. The contract has not yet formally been awarded, this notice serves as an intention to award under PSR. There were no conflicts of interest declared by individuals making the decision. All five key criteria were utilised in determining the suitability and continuation of the provider and weighting The weightings have been designed to prioritise the delivery of high-quality lung cancer screening services that improve early cancer diagnosis, reduce health inequalities and support integrated patient pathways, whilst ensuring value for money and delivering wider social benefits. The highest weightings have therefore been assigned to quality, innovation, integration and reducing inequalities, reflecting both local priorities and national ambitions to diagnose a greater proportion of cancers at Stages 1 and 2. The provider is satisfying the original contract and will likely satisfy the proposed contract, based on the DAP C assessment to a sufficient standard.
