Summary of the contracting process

The London Borough of Waltham Forest is procuring services to continue and develop Safer Routes 2.0 across Waltham Forest. The programme supports the borough’s Serious Violence Duty strategy by improving children and young people’s sense of safety, particularly on routes to and from education settings. The provider will provide a visible, trusted youth worker presence on priority routes, build relationships with young people, offer reassurance, identify opportunities for early intervention and engage with local communities. Route priorities will be reviewed using intelligence, local data, partnership insight and feedback from children and young people, so deployment responds to emerging risks. This is a health and social work service, suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The procurement has reached tender: the council invited offers through a below-threshold open competition. It comprises one lot, with electronic submissions allowed and an electronic auction included in the procedure. Enquiries were due by 14 August 2026 at 17:00, and tenders were due by 17 August 2026 at 17:00. The contract is scheduled to run from 1 September 2026 to 31 August 2027, with renewal provision extending the maximum period to 31 August 2028. Its estimated value is £105,000 excluding VAT and £126,000 including VAT. Evaluation is weighted 30% price, 20% service delivery, 15% performance, 15% safeguarding, 15% workforce and 5% mobilisation. This opportunity suits providers experienced in youth work, violence reduction, community safety or related health and social work services. Strong candidates will need to demonstrate how they would deploy trusted staff on routes used by children and young people, build effective relationships, provide reassurance and respond to local intelligence and emerging risks. The evaluation specifically tests service delivery, performance monitoring and measurement, safeguarding arrangements, workforce recruitment and training, and mobilisation. Providers should therefore be able to present robust safeguarding protocols, practical performance management, appropriately recruited and trained staff, and a credible implementation approach. Partnership working and meaningful engagement with children, young people and local communities are central to the service model. SMEs and voluntary, community or social enterprises are explicitly considered suitable.

Notice Description

Safer Routes forms a key component of Waltham Forest's Serious Violence Duty (SVD) Strategy and Action Plan, supporting the borough's wider commitment to preventing violence, improving community safety and increasing young people's sense of safety within their neighbourhoods. Originally funded through the MOPAC MyEnds Partnership Programme and led by Waltham Forest Council's Community Safety Team, Safer Routes was developed in response to findings from the borough's Strategic Needs Assessment, which identified elevated risks of serious violence affecting children and young people, particularly around education settings and during travel to and from school. The programme was informed by the Safe Passage model developed in Chicago and the UK-adapted Step Together approach. It provides a visible and trusted youth worker presence on routes used by children and young people, creating opportunities for relationship-building, reassurance, early intervention and community engagement. Following implementation, early evaluation findings indicate a significant positive impact on young people's perceptions of safety, engagement with trusted adults, community reassurance and partnership working. As a result, Waltham Forest Council is committed to sustaining and further developing the Safer Routes model as part of its longer-term violence reduction approach and is seeking a provider to continue delivery of the programme. Through a combination of intelligence, local data, partnership insight and feedback from children and young people, priority routes will continue to be identified and reviewed throughout the lifetime of the contract to ensure deployment remains responsive to local need and emerging risks.
