Summary of the contracting process

The London Borough of Camden is in the planning stage of a procurement process for the provision of "Mental Health community-based early intervention and prevention support services." This planned service targets the health and social work sector, identified by CPV code 85000000, and will be executed in the region of Camden, London (UKI31). The procurement process initiated on 30 July 2026, with a future notice date set for 17 August 2026. The anticipated duration of the contract will be five years, beginning 1 April 2027 and concluding on 31 March 2032, with a total contract value of £5,429,440. The Council intends to use the "Most Suitable Provider" process under the 2023 Provider Selection Regime to award the contract, which means the Public Contracts Regulations 2015 do not apply. Individual providers are discouraged from expressing interest, as the Authority seeks an alliance of providers.

This tender is a notable opportunity for businesses specialised in delivering community-based mental health support services, particularly those with expertise in culturally responsive and autism-affirming practices. Organisations that form coalitions or alliances, including voluntary and community sector entities with a focus on improving wellbeing and reducing isolation among vulnerable adults, will find this opportunity beneficial for growth. Businesses with a track record of integrating peer support, group activities, and one-to-one support could leverage this tender to expand their services and impact within the community. Additionally, organisations that effectively engage grassroots movements to overcome access barriers will be well-placed to succeed in this procurement process.

Lot 1

The provision of Mental Health community-based early intervention and prevention support services. Reach Out Camden (ROC) is Camden's community-based mental health prevention and early intervention service. It provides a single point of access to timely, flexible, relationship-based support for adults who are struggling with their mental health and whose needs may otherwise escalate to crisis or require secondary mental health care or other statutory services, including Adult Social Care. The service helps residents access the right support at the right time, strengthens links with neighbourhood, voluntary and statutory services, and supports improved wellbeing, reduced isolation, greater resilience and independence in their communities. The recommissioned model will place greater emphasis on culturally responsive and autism-affirming support, improving access for communities who face barriers to support or experience poorer outcomes, and includes funding to reach grassroots organisations. The Council is proposing to follow the Most Suitable Provider process under the Provider Selection Regime (PSR 2023), to award a contract for a period of 60 months, from 1 April 2027 until 31 March 2032 for a total value of PS5,429,440.
