Summary of the contracting process

The London Borough of Camden intends to procure community-based mental health early intervention and prevention support services in London. The service, Reach Out Camden, supports adults experiencing mental health difficulties whose needs could otherwise escalate to crisis, secondary mental health care, Adult Social Care or other statutory services. Its scope includes a single point of access, navigation, one-to-one and peer support, group activities and wider community-based support. Delivery is through a voluntary and community sector alliance, working with neighbourhood, voluntary and statutory services. The recommissioned model will focus more strongly on culturally responsive and autism-affirming support, improved access for communities facing barriers or poorer outcomes, and funding for grassroots organisations. The work is intended to improve wellbeing, reduce isolation and build resilience and independence in communities.

This procurement is at the planning stage: Camden has set out an intention to procure but has not invited tenders. The proposed route is the Most Suitable Provider process under the Provider Selection Regime 2023, rather than a competitive tender under the Public Contracts Regulations 2015. The council expects to publish a further notice on 17 August 2026. It proposes a single contract running for 60 months, from 1 April 2027 to 31 March 2032, with a total value of £5,429,440. There is one service lot. The authority is seeking an alliance of providers only; expressions from individual providers will not be considered. The intended award is subject to the Health Care Services (Provider Selection Regime) Regulations 2023.

This work will suit an established alliance of voluntary and community sector organisations able to provide coordinated mental health prevention and early intervention across Camden. Relevant capability includes operating accessible single points of access, mental health navigation, one-to-one support, peer support, group activities and community-based interventions for adults. Suppliers should be prepared to work collaboratively with neighbourhood services, statutory services, Adult Social Care and grassroots organisations, and to demonstrate a strong lived-experience and coproduction approach. The buyer is looking for culturally responsive and autism-affirming support, particularly for communities that face barriers to services or experience poorer outcomes. Organisations with complementary specialist strengths may be well placed to prepare as an alliance, rather than pursuing the work individually.

The provision of Mental Health community-based early intervention and prevention support services. Reach Out Camden (ROC) is Camden's community-based mental health prevention and early intervention service. It provides a single point of access to timely, flexible, relationship-based support for adults who are struggling with their mental health and whose needs may otherwise escalate to crisis or require secondary mental health care or other statutory services, including Adult Social Care. Delivered through a Voluntary and Community Sector alliance, ROC offers navigation, one-to-one support, peer support, group activities and community-based support, with a strong lived experience and coproduction approach. The service helps residents access the right support at the right time, strengthens links with neighbourhood, voluntary and statutory services, and supports improved wellbeing, reduced isolation, greater resilience and independence in their communities. The recommissioned model will place greater emphasis on culturally responsive and autism-affirming support, improving access for communities who face barriers to support or experience poorer outcomes, and includes funding to reach grassroots organisations. The Council is proposing to follow the Most Suitable Provider process under the Provider Selection Regime (PSR 2023), to award a contract for a period of 60 months, from 1 April 2027 until 31 March 2032 for a total value of PS5,429,440. Additional information: This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The Council is proposing to follow the Most Suitable Provider process under the Provider Selection Regime (PSR 2023), to award a contract for a period of 60 months, from 1 April 2027 until 31 March 2032 for a total value of PS5,429,440. THE AUTHORITY IS LOOKING FOR AN ALLIANCE OF PROVIDERS ONLY, AND EXPRESSIONS FROM INDIVIDUAL PROVIDERS WILL NOT BE CONSIDERED. The relevant Decision maker will be the Executive Director, Adults and Health, in consultation with the Cabinet Member for Health, Wellbeing and Adult Social Care.
