Summary of the contracting process

South Lanarkshire Council is procuring adult carers and young carers support services across South Lanarkshire. The requirement is divided into two services: support for adult carers, and support for young carers as defined by the Carers (Scotland) Act 2016. Both services are intended to provide holistic, personalised, outcomes-focused support, including engagement and empowerment, information, advice, representation, training, short breaks and preventative support. The adult carers service also includes Adult Carer Support Plans, while the young carers service includes one-to-one and group work, school-based support, community links and Young Carer Statements. The services are intended to help carers achieve their outcomes, understand and exercise their rights, and maintain their health, wellbeing, safety, independence and participation.

The process has reached tender: the Council invited offers through an open procedure, with electronic submission in English. It has two lots, with one supplier intended for each lot. Lot 1 is estimated at £4,360,000 and Lot 2 at £1,365,000; the overall estimated procurement value is £5,725,000. Each lot has a 1,800-day contract period, with an option for two two-year extensions, subject to performance, financial standing and funding. Bids were due by 11 September 2026 at 12:00, with bid opening at the same time; the evaluation period was scheduled to start then. Bids must remain valid until 10 March 2027 at 23:59. Evaluation is 70% technical quality and 30% price. Variants are not allowed. Community-benefit minimums are 500 points for Lot 1 and 150 for Lot 2. Required insurance includes employer’s liability of £10,000,000, public liability of £5,000,000 and professional indemnity of £5,000,000 per claim.

This opportunity suits established social care, voluntary-sector and community organisations with demonstrable experience delivering carers support services over the previous three years, preferably through public-sector contracts of similar nature, size and value. Bidders must evidence relevant experience for every lot they bid for and be able to support vulnerable adults and young people through direct and indirect services. Successful providers must ensure staff and subcontractors are appropriately vetted under the Protection of Vulnerable Groups (Scotland) Act 2007 and have, or commit to having by the end of implementation, premises within South Lanarkshire. Suppliers should hold a recognised quality standard such as BS EN ISO 9001, plus ISO/IEC 27001:2013 and Cyber Essentials Plus for information security and cloud services, or follow the specified cloud security principles. Financial standing and relevant trade registration are also assessed.

Notice Description

Provision of Adult Carers and Young Carers Support Services. The Council are looking to procure Services that will continue to support and work with Adult Carers and Young Carers residing in South Lanarkshire to offer holistic, personalised support through an outcomes approach by offering a range of direct and indirect support. The Service will deliver a full spectrum of preventative approaches and supports to enable Adult Carers and Young Carers to achieve their outcomes and ensure their rights are met. This is an Open Tender including 2 Lots, with one supplier being awarded per Lot. There is a maximum budget for Lot 2 (for both Lots), further details can be found within the Service Specification (Appendix 4) and Pricing Schedule (Appendix 5). For clarity, the definition of Adult Carers and Young Carers is as per the Carers Act Scotland 2016. "adult carer" means a carer who is at least 18 years old but is not a young carer. "young carer" means a carer who; (a) under 18 years old, or (b) has attained the age of 18 years while a pupil at school, and has since attaining that age remained a pupil at that or another school.

The Service will deliver engagement and empowerment activities, information and representation services. It will offer training, short breaks information and advice and Adult Carer Support Plans. The Service will deliver a full spectrum of preventative approaches and supports to enable Adult Carers to achieve their outcomes, have a life alongside caring, ensure their rights are met and maintain their own health and wellbeing.

Renewal: Council option to extend by two periods of 2 years (a total of 4 years), subject to satisfactory performance, financial standing and availability of funding.

Young Carers Support Service

The Council are looking to purchase a Service that will continue to support and work with Young Carers residing in South Lanarkshire to offer holistic, personalised support based on assessed need, risk and personal outcomes, to promote choice, control and independence for Young Carers by offering a range of direct and indirect support. The Service will deliver engagement and empowerment activities, information and representation services and connect Young Carers to their communities. It will offer a range of support including one to one, group work, and short breaks and in school support. It will offer training, information and advice, and Young Carer Statements. The Service will deliver a full spectrum of preventative approaches and supports to enable Young Carers to achieve their outcomes, have a life similar to that of other young people, ensure their rights are met and to stay healthy, safe, nurtured, included, active, achieving and responsible.

Renewal: Council option to extend by two periods of 2 years (a total of 4 years), subject to satisfactory performance, financial standing and availability of funding.
