Summary of the contracting process

The London Borough of Hackney is commissioning a children’s integrated speech and language therapy service in Hackney. The service will support children with speech, language and communication needs, as well as swallowing and eating needs, helping them achieve their full communication potential. It will provide direct interventions aligned with children’s Education, Health and Care Plans, alongside indirect support such as professional training and guidance for parents and carers. Delivery will span Young Hackney, the Youth Justice Virtual School, schools and early years settings. The requirement also includes speech and language therapists for the Hackney Experts at Hand team, supporting mainstream education settings to respond more effectively to children and young people with special educational needs and disabilities. This opportunity suits providers with established children’s speech and language therapy capability, including qualified Speech and Language Therapists able to work across clinical, educational and early years environments. Relevant experience includes assessing and delivering interventions for speech, language, communication, swallowing and eating needs, and implementing support set out in Education, Health and Care Plans. Strong candidates will also be able to provide indirect support: training and advice for education professionals, guidance for parents and carers, and expert input that helps mainstream settings support children and young people with special educational needs and disabilities. Experience working with local authority children’s services, schools, early years provision, youth justice education or multidisciplinary teams would be relevant to the required delivery model. The quality weighting makes service design and delivery capability particularly important.

Delivering interventions to children with speech, language, communication, or swallowing and eating needs to help them reach their full communication potential. This includes delivering direct interventions in line with a Child's Education, Health, and Care Plan (EHCP), as well as offering indirect support through professional training and parent/carer guidance. This provision will work across Young Hackney, Youth Justice Virtual School, Schools, and Early Years provision. This contract will include for the provision of Speech and Language Therapists as part of the Hackney Experts at Hand team, in line with requirements related to the Department for Education's Experts at Hand initiative. This initiative is seeking to improve the capability of mainstream education settings to meet the needs of children and young people with SEND more effectively, by providing a new route to access expert advice and support from health professionals. The contract start date is expected to be 1st April 2027 with an initial term of 3 years, and two extension options each of a year; for a total possible contract length of 5 years.

This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This tender is a one stage procurement with the following discrete steps: 1) A Procurement Specific Questionnaire (including checking Exclusion Grounds). 2) Suppliers will need to pass the Procurement Specific Questionnaire, detailed above, in order to have their tender evaluated. 3) Evaluation of all tenders which pass the Procurement Specific Questionnaire. The award criteria have been weighted 70% Quality and 30% Price. Full details of the award criteria and bidding process are listed in the Invitation to tender. This opportunity will close to applications on 6th September 2026 at 17:00.
