Summary of the contracting process

The NHS Lancashire and South Cumbria Integrated Care Board is in the process of awarding a contract for the "Resilience and Prevention Service" under the Health Care Services (Provider Selection Regime) Regulations 2023. This service, listed under the health and social work services category (CPV code 85000000), aims to enhance the resilience, self-esteem, and confidence of children and young people through programmes in targeted schools. The procurement method used is limited, in line with a direct award outside the usual competition framework. The final decision was made by the LSC ICB Executive Committee on 7th July 2026, with the effective contract start and end dates being 1st September 2026 and 31st August 2028, respectively. Providers have until 12th August 2026 to make any representations regarding the decision.

The tender presents a strategic opportunity for businesses within the health and education sectors, particularly those with expertise in youth services and programme implementation in educational settings, to expand their operations. The existing provider, My Happy Mind Limited, demonstrating competence in meeting the outlined criteria of quality, integration, and sustainability, is indicative of the competitive level expected. Such tenders are well-suited for organisations seeking to collaborate on initiatives aimed at improving public health outcomes and reducing inequalities within the UK's education system. Engaging in this procurement process could facilitate significant growth and consolidation for SMEs already active in similar service provisions.

This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Written representations should be sent to lscicb.procurement@nhs.net Details of Decision Makers: The recommendation to award the contract via this route has been made by the ICB commissioning lead for the service and was then endorsed at the ICB Commissioning Resource Group on the 25th June 2026. The final decision to award the contract was made by the LSC ICB Executive Committee on the 7th July 2026. This award is in compliance with direct award route c as there is an existing provider for the services and the existing provider is satisfying the original contract, will likely satisfy the proposed new contract and the services are not changing considerably. In completion of the service and provider assessment, the relative importance of the key criteria (Quality and Innovation, Value, Integration, Collaboration, and Service Sustainability, Improving Access, Reducing Health Inequalities, and Facilitating Choice, and Social Value) were considered against the current contract specification and the ICB are assured that the provider is satisfying the requirements within the specification in relation to the key criteria. The ICB are also satisfied that the provider meets the basic selection criteria. There were no conflicts of interest identified.",
