Summary of the contracting process

NHS Lancashire and South Cumbria Integrated Care Board is procuring a Resilience and Prevention Service, classified as health and social work services. The service supports children and young people, parents and school staff by providing practical support, resources and training to improve resilience and wellbeing. Delivery is based around a whole-school approach, so the requirement is relevant to organisations able to work across schools and engage several groups within the education and family support environment. The buying organisation is a public-sector health body based in Preston. The service sits within the local NHS health and social care commissioning context and is intended to support prevention, wellbeing and resilience across the communities served by the Integrated Care Board.

The process has reached the intention-to-award and contract stage under the Health Care Services (Provider Selection Regime) Regulations 2023. The Integrated Care Board decided to award to the existing provider, Lancashire Mind, on 7 July 2026, using direct award route C and a limited procedure without a prior competition. The contract is recorded as active and was signed on 7 July 2026. It runs from 1 September 2026 to 31 August 2028, with an approximate lifetime value of £398,522. The published evaluation gave 100% importance to quality and 0% to price, focusing on whether the existing provider was meeting the original contract and would meet the proposed contract. Representations were due by 12 August 2026.

This outcome indicates demand for providers able to deliver school-based resilience and prevention programmes combining support, resources and training. A credible future competitor would need experience improving wellbeing for children and young people, while also engaging parents and school staff through a whole-school model. The buyer’s assessment emphasised service quality and continuity rather than price, so evidence of strong existing delivery, reliable service sustainability and the ability to meet an established specification would be important. Relevant capability also includes working collaboratively with schools, families, health and community partners, improving access and reducing health inequalities, and demonstrating innovation. Social value, integration, collaboration and facilitating choice were also part of the assessment, alongside the basic suitability requirements for providers.
