Summary of the contracting process

HM Revenue & Customs intends to buy forensic laboratory analysis and reporting to support its Fraud Investigation Service investigations into hydrocarbon-oil crime and fraud. The work covers examination and testing of a range of exhibits, mainly diesel, petrol and similar or associated products. The provider will need to identify and measure any government-rebated fuel markers in oil samples supplied by HMRC. This is a services contract in the oil and gas testing field (CPV 76000000). The procurement is planned as a single requirement, with the buyer anticipating that one supplier will deliver the full service. The work is for HMRC’s UK-wide operations; no specific delivery site is set out.

This is at planning stage: HMRC has stated its intention to retender, but has not yet invited bids. It has already undertaken pre-market engagement through a request for information, asking suppliers to review its specification and comment on ambiguities, inconsistencies and requirements that could restrict delivery. HMRC expected to publish the next procurement notice on 18 November 2026. The planned open procedure is for one lot, with an estimated value of £5.5 million excluding VAT (£6.6 million including VAT). The expected contract period is 10 June 2027 to 9 June 2030, with a possible 12-month extension to 9 June 2031. The planned tender closing date is 13 January 2027; questions are expected by 3 December 2026, and the award decision by 28 April 2027.

This requirement may suit specialist forensic laboratories and analytical testing providers, including small and medium-sized businesses, which can examine hydrocarbon oils and produce expert reports for criminal investigations. HMRC has specifically sought feedback on whether suppliers can provide the complete service, at the required standard and within its planned timescales, and whether any specification requirements would unnecessarily limit supplier capability. The future tender is expected to favour a provider able to handle a range of exhibits, particularly diesel, petrol and related products, and reliably detect and quantify government-rebated fuel markers. Suppliers with capacity to manage the end-to-end service through one provider may be well placed. The RFI was intended to inform the final specification and procurement strategy; any supplier suggestions are advisory and HMRC retains discretion over the final requirements.

Planning Information

HMRC are looking to engage suppliers in a Request for Information (RFI) in relation to the retender of our Hydrocarbon Oils Analysis requirement, in order to provide services for HMRC's Fraud Investigation Service (FIS). The RFI documentation will consist solely of HMRC's Specification for this requirement. Information requested is to assist us to prepare for a future tender, in which we anticipate requirements would be satisfied by one supplier. HMRC requests feedback on our service provision and any areas of ambiguity or inconsistencies. Where key elements of the service would artificially restrict supplier capability to deliver, feedback on these areas would be appreciated. Similarly, please confirm whether your organisation has the capability and capacity to deliver the services in full, to our timescales and to the standard required within the Specification. HMRC welcomes supplier feedback during this Pre-Market Engagement exercise. Any feedback received will be considered but will not be binding on HMRC, which reserves the right to accept, reject, or disregard any suggestions and to determine its final requirements and procurement strategy. In advance of sharing the RFI documentation, if you wish to participate in the RFI your organisation will be required to review and sign a Non-Disclosure Agreement (NDA), in line with HMRC's confidentiality process. If you wish to participate, please respond back including your: • Company Name • Company Registration Number • Office Address • Signatory Name and Email Address If you have a HMRC specific Ariba ANID number and you wish to participate in this RFI, please also provide your ANID in response to this notice. The NDA will then be issued to the signatory via DocuSign. The deadline for your organisation to sign the NDA is COP 11/08/2026, in order to participate in the RFI. Once your organisation has signed the NDA, you will be invited to join the RFI on our SAP Ariba e-Sourcing tool by 12/08/2026. The deadline for feedback on the RFI will be COP 5pm 18/08/2026.
