Summary of the contracting process

The Countess of Chester Hospital NHS Foundation Trust is developing a national framework for specialist teledermatology and telemicrobiology services across the health sector. The work is divided into teledermatology and telemicrobiology lots. Teledermatology will provide secure remote assessment, triage and diagnosis of skin conditions using clinical images and virtual consultations, supporting earlier decisions, specialist access and shorter waits. Telemicrobiology will provide remote clinical microbiology expertise, including interpretation of investigations, clinical advice, infection diagnosis and management, antimicrobial stewardship, reporting support and second opinions across relevant specimen types. Services are intended for delivery across England and Wales, covering the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East, South West and Wales.

This procurement is at the planning stage. The authority is conducting preliminary market engagement to develop its requirements and prepare tender documents; participation will not guarantee an invitation to tender or a place on any resulting framework. The proposed procurement is a national framework agreement for health services, with an estimated total value of £49,000,000. Two lots are planned: teledermatology and telemicrobiology. Suppliers are invited to express interest in the market engagement by emailing info@coch-cps.co.uk, with the engagement deadline on 18 August 2026. The authority expects the next notice to be published on 6 October 2026. The procurement is covered by the Government Procurement Agreement.

This engagement will suit organisations able to provide specialist remote clinical services at national scale, either in teledermatology, telemicrobiology or both. Relevant capability includes secure clinical-image exchange and virtual consultation for skin-condition assessment, alongside specialist microbiology interpretation, clinical advice, infection diagnosis and management, antimicrobial stewardship, reporting and second-opinion services. Providers should be prepared to support timely, high-quality clinical care across health-sector settings and to work across a geographically broad service area covering England and Wales. The authority is seeking supplier input before finalising its requirements and tender documents, so clinically experienced providers, established telehealth operators and organisations with the capacity to deliver consistent specialist advice across multiple regions should use the engagement to help shape the future framework.
