Summary of the contracting process

The public procurement process involves the Waste & Resources Action Programme (WRAP) initiating a tender titled "Great Ouse Collective Action Project." The tender is in the planning stage and is scheduled to proceed in Banbury, under the UK region, classified under "Sewage, refuse, cleaning and environmental services." The procurement is part of a Collective Action Project aimed at addressing water challenges within the Great Ouse catchment, particularly in Cambridgeshire and Bedfordshire. The Request for Information (RFI) is currently open, with a milestone set on 28th August 2026 to gauge industry interest and capacity. The contract period is expected to run from September 2026 to May 2027, with an estimated value of £72,000, and the chosen entity will collaborate with local stakeholders and WRAP. No pricing details are required at this stage, and WRAP is exploring options rather than committing to a specific tender or contract award.

This tender presents a significant opportunity for businesses specializing in environmental services, particularly those with expertise in water management, catchment area projects, or similar initiatives. Companies with strong local knowledge in Cambridgeshire and Bedfordshire, established relationships with farmers and land managers, and experience in coordinating multi-party projects are well-placed to compete. This is a strategic opportunity to engage with a public undertaking and enhance business growth by contributing to a project that addresses critical environmental challenges, potentially leading to further collaborative opportunities within the region.

Notice Title

Great Ouse Collective Action Project

Notice Description

WRAP is exploring a Collective Action Project (CAP) for the Great Ouse catchment. For WRAP, a Collective Action Project means a locally coordinated project where different organisations work together on shared water challenges. The aim is to bring together local organisations, growers, land managers, businesses and other partners to identify shared water challenges and agree practical actions that will result in a healthy more resilient catchment. A recent scoping phase identified Cambridgeshire and Bedfordshire as priority areas because of their importance to UK fresh produce supply and the water pressures facing the catchment. These include water scarcity, pollution, sensitive habitats and the need to protect rivers, chalk streams and lowland peat. WRAP expects to appoint a single accountable organisation, which may draw on partners or subcontractors. The successful organisation will need strong local knowledge, good relationships with farmers and land managers, experience of catchment or water-related projects, and the ability to coordinate partners and work collaboratively with WRAP. This RFI will help WRAP understand whether there is enough interest, experience and capacity for this work, and whether this is the right approach or if an alternative would be more suitable. This RFI does not ask for pricing and does not commit WRAP to running a tender or awarding a contract.
