Summary of the contracting process

Birmingham Children’s Trust Community Interest Company is planning a citywide Early Help Community Connector and Locality Leads service for Birmingham. The service will support children and families by improving resilience, preventing problems from worsening and connecting people with local support. It will cover all districts and make use of community assets, universal services, Family Hub networks and local knowledge. Expected activity includes signposting, community-based and face-to-face support, targeted interventions, partnership working and support aligned with Universal Plus under the Right Help Right Time approach. Providers will need to offer accessible support across diverse languages, cultures and backgrounds, including at times such as after school, evenings, weekends and school holidays. The procurement is for health, social work and related services (CPV 85100000 and 85300000), delivered across Birmingham.

This procurement is at the planning stage: the Trust is seeking market feedback and has not yet invited tenders. It expects to use a competitive flexible procedure for a light-touch services procurement, with a dynamic purchasing system indicated. The Trust expects the next notice to be published by 12 October 2026. Market engagement responses are expected by 23 September 2026, including information on experience, proposed delivery, citywide consistency, volume and quality. The planned contract would run from 1 April 2027 to 31 March 2030, with renewal provision allowing a maximum period to 31 March 2033. The estimated value is £12 million excluding VAT, or £14.4 million including VAT. There is one planned lot, suitable for SMEs and voluntary, community or social enterprises.

The work will suit organisations experienced in delivering and operating Early Help services, particularly those able to work across a large, diverse city through local partnerships. The Trust is open to a single provider, consortium or multi-provider model, creating scope for specialist organisations to collaborate. Strong candidates will be able to mobilise community networks, build social capital, engage meaningfully with families and communities, and coordinate with Family Hubs, steering groups and Trust colleagues. Relevant capability includes providing consistent support across all districts, combining universal and targeted interventions, working to Universal Plus thresholds, and offering accessible delivery outside standard hours. Providers should be able to track outcomes with appropriate tools and demonstrate the volume and quality of their work. SMEs and VCSEs are explicitly considered suitable.

We are seeking market feedback on capacity and capability to deliver a district based Early Help offer alongside Birmingham Children's Trust colleagues from April 2027 onwards. Please see below service objectives as a guide for your offer. The Trust is open to a single provider, consortium or multi-provider offer. Early Help is not a service, but the way professionals, communities and families work together across Birmingham. Early Help is the total support that improves a family's resilience and outcomes or reduces the likelihood of a problem getting worse. Service Objectives Organisation/s will be expected to work towards harnessing social capital citywide, covering all districts, to maximise use of local assets including universal services and knowledge, skills and expertise of the local community to support children and families, signposting. Organisation/s will enhance choice and control through building active partnerships with people and communities in their area to create more bespoke services for Children and Families aligned with the needs and aspirations of communities. Equitably contributing to TAFN responsibilities. Applying principles of Right Help Right Time thresholds for all cases and working with families at Right Help Right Time threshold of Universal Plus. Actively engage and input effectively with district wide steering groups. Ensure that Early Help provision across the city is fully aligned with Family Hub networks, working in partnership to offer accessible support to families who access services on a walk-in basis. Services should be made available at times when families need them most, included but not limited, to after-school, evenings, weekends and school holidays. Organisation/s will be expected to use a range of appropriate tools to track and monitor progress against outcomes. Ensure a combination of community-based, direct, face-to-face support and targeted interventions, based on needs. Ensure meaningful engagement with all communities, reflecting the diverse languages, cultures and backgrounds represented across the city.
