Summary of the contracting process

The United Kingdom National Nuclear Laboratory Limited (UKNNL) intends to procure an ATROPOS project test rig for a designated UKNNL site. The rig will be assembled as a modular skid and will include powder-feed equipment, a rotary kiln, powder collection equipment and an off-gas scrubber. Ancillary equipment and pipework will be required to connect the skid to the site. The procurement will also cover an associated control system and safety PLC. UKNNL will provide a detailed process design pack, preliminary electrical, control and instrumentation documentation, and mechanical layouts as part of its vendor engagement. The main requirement is specialist industrial machinery, including equipment for mechanical power production and other general or special-purpose machinery.

This procurement is at the planning stage: UKNNL has set out its intention to procure but has not yet invited tenders. It is above the relevant threshold and is planned as a single lot. The buyer expects the contract to run from 16 October 2026 to 1 April 2027, with a maximum possible end date of 25 October 2027, and has indicated that renewal may be available. UKNNL plans market engagement, subject to responses from interested supply partners, involving presentations of the requirements to suitably qualified and experienced contractors or specialists. This may take place online or at a UKNNL site, with the engagement milestone scheduled for 31 August 2026. The lot is identified as suitable for SMEs.

This will suit SMEs and specialist engineering suppliers able to design, manufacture, assemble and integrate modular process plant or test rigs. Relevant capability includes powder handling and feeding, rotary-kiln systems, powder collection, off-gas scrubbing, industrial pipework and ancillary equipment. Suppliers should also be prepared to provide or integrate control systems and safety PLCs, and to work from process design information, electrical, control and instrumentation documentation, and mechanical layouts. Experience assembling skid-mounted equipment and connecting it safely to an existing industrial site will be valuable. Contractors with suitable process, mechanical, electrical and controls expertise should use the planned engagement to understand UKNNL’s technical requirements and prepare for the later procurement.
