Paint suppliers must collect waste paint and containers, provide and replace suitable intermediate bulk containers of at least 1,000 litres, and arrange processing and disposal. Wood and chipboard specialists must be able to supply containers or otherwise manage collections, assess wood in line with the Waste Wood Assessment Guidance for the UK Wood Waste Industry, and demonstrate that at least half of the wood and chipboard tonnage is recycled into board manufacture. Suppliers need reliable collection capacity across Wolverhampton and the wider WV postcode area. Both lots are identified as suitable for small and medium-sized enterprises.

The City of Wolverhampton Council is seeking suitably qualified and experienced Supplier(s) for the disposal of paint, and recycling of wood and chipboard required to maintain the ongoing disposal and recycling of these products at the city's two household waste and recycling centres (HWRCs) in Anchor Lane Bilston and Shaw Road in Wolverhampton, and additional addresses within the WV post code from time to time; ensuring that paint and wood and chipboard deposited by members of the public at these HWRC sites are removed from the sites in line with the Council's disposal requirements. The procurement is divided into two (2) Lots: Lot 1 - Disposal of Paint Lot 2 - Recycle of Wood and Chipboard Tenderers may bid for one or both lots. This procurement opportunity will ensure that the waste is disposed of, or recycled, in a manner that is compliant with current waste legislation and aims to increase the Council's recycling rate.

Disposal of Paint

Lot 1 (Paint) The Council is seeking a single Supplier to manage all onwards processes for Waste Paint from the Councils House Waste Recycling Centres (HWRC's) in Anchor Lane Bilston and Shaw Road in Wolverhampton, and additional addresses within the WV post code area from time to time. The Supplier will collect this waste from the Council's HWRC's in Anchor Lane and Shaw Road in Wolverhampton, along with other addresses within WV postcode areas when required. (Site locations are provided. Supplier to supply and deliver to each HWRC site with sufficient Intermediate Bulk containers (IBC) (1000ltr minimum) and to arrange and replace upon request from CWC. The Supplier shall process and dispose of all collected paints and their containers.

Recycle of Wood and Chipboard

Lot 2 - The Council is seeking a Supplier that shall either: a) supply containers, collect and manage all onwards processes of wood and chipboard waste from the Council's HWRC's in Anchor Lane and Shaw Road in Wolverhampton. Site locations are provided. The Supplier will assess the wood in accordance with the Waste Wood Assessment Guidance for the UK Wood Waste Industry. The Supplier must ensure that a minimum of 50% of the tonnage wood and chipboard waste is recycled to the manufacture of board.
