Summary of the contracting process

The Mining Remediation Authority intends to procure mine entry inspection services across the UK coalfields in England, Scotland and Wales. The required service covers visual inspections of 10,000 mine entry locations each year, including sites in residential, urban and rural or remote settings. Inspectors will record relevant information and complete and upload a digital inspection form for every mine entry inspected. This is a technical inspection, surveying and mine-hazard assessment service. Delivery will span the coalfield areas of England, Scotland and Wales, so suppliers will need suitable geographic coverage and the operational ability to work across varied environments. The requirement is for services rather than construction works, equipment supply or general consultancy.

This procurement is at the planning stage: the Authority has expressed an intention to buy but has not invited tenders. It expects to use a framework agreement, with one planned lot. The anticipated contract period is 24 April 2027 to 23 April 2031. The estimated value is £1,200,000 excluding VAT, or £1,440,000 including VAT. The Authority expects to publish the next notice by 31 August 2026. It is conducting preliminary market engagement, with Expressions of Interest expected by 21 August 2026. The engagement will help assess supplier availability and shape the later procurement strategy; submitting an Expression of Interest will not create a contractual obligation. The requirement is above the relevant threshold.

This will suit organisations experienced in inspecting mine entries across residential, urban and rural or remote locations, with coverage across England, Scotland and Wales. Suppliers should be able to provide the technical, operational, health and safety, and environmental management resources needed to inspect 10,000 locations annually and produce reliable digital inspection records. The Authority is likely to value evidence such as project references, case studies, client testimonials, health and safety information, insurance details, accreditation certificates and examples of comparable work. SMEs are identified as suitable. Organisations may prepare alone or propose consortium, subcontracting or partnering arrangements, provided these arrangements support the required geographic reach, capacity and specialist capability.

This may include, but is not limited to, project references, case studies, client testimonials, health and safety information, insurance details, accreditation certificates and examples of comparable work. The MRA may use information obtained through this engagement to assess the availability of suitably qualified suppliers in the market and to inform the design of any subsequent procurement strategy. Submission of an Expression of Interest does not create any contractual obligation on the part of the MRA.
