Summary of the contracting process

The Mining Remediation Authority is procuring mine-entry inspection services through a framework covering five geographical regions across Great Britain. The work is intended to help manage public safety and risks from legacy mining. Services include planned inspections of mine entries, observations of their condition, identification of hazards and defects, photographic evidence and inspection reports. The requirement also covers programme management and liaison with stakeholders. Suppliers may bid for one or more regions. This is engineering-related technical and monitoring work, including technical testing and analysis services (CPV 71350000).

The Authority invited tenders through an open procedure. The enquiry deadline was 27 October 2026 at 12:00, and the tender submission deadline was 10 November 2026 at 16:00 UTC. The planned award decision date was 15 December 2026. The framework runs from 25 April 2027 to 24 April 2031, with up to 10 suppliers and further competition when work is commissioned. Its estimated value is £1,200,000 excluding VAT; there is no guaranteed work, volume or expenditure. The procurement has one lot, with bids allowed for one or more geographical regions. Evaluation is based on price per quality points, with quality assessed against published technical and professional ability criteria.

This requirement may suit small and medium-sized enterprises as well as voluntary, community and social enterprises. Strong candidates will be able to demonstrate experience inspecting mine entries across residential, urban and remote or rural locations, and the capacity to deliver inspections across their chosen geographical areas. Delivery requires suitable technical and operational resources, health and safety arrangements, environmental management and competence in identifying and recording defects, producing reports and managing inspection programmes. Suppliers should also be equipped to provide photographic evidence and liaise with stakeholders. The quality assessment includes delivery approach, inspection management, health and safety, competence, reporting, programme management, and environmental and sustainability considerations. Consortium, subcontracting or partnering arrangements are relevant to the supplier’s proposed capability and coverage.
