Summary of the contracting process

The Department for Science, Innovation & Technology commissioned research, analytical and advisory services on strengthening the UK’s ability to turn innovation into industrial growth, economic value and long-term competitiveness. The work covers five integrated areas: frameworks for assessing industrial value capture; sectoral opportunities and capability requirements; mapping the UK innovation and industrial ecosystem; reviewing institutional roles, coordination and capability gaps; and comparing UK and international models for governance, funding and capability building. It also includes developing reform options, delivery models, evaluation frameworks and policy interventions for future research, development and innovation institutions and programmes. The requirement is for research services, with findings synthesised into an integrated framework linking opportunities, capabilities, institutions and industrial outcomes.

The procurement is complete and has been awarded through a direct, below-threshold procedure without competition. IfM Engage Ltd, a Cambridge-based supplier, was selected for the single lot. The award is active and was made on 3 August 2026. The contract was signed on 3 August 2026 and runs from 4 August 2026 to 29 September 2026. Its value is £108,333 excluding VAT, or £130,000 including VAT. The requirement was classified as research services. The selected supplier is a small or medium-sized enterprise. The contract remains active, while the associated tender is recorded as complete.

This award indicates demand from the Department for Science, Innovation & Technology for specialist evidence-led work at the intersection of innovation policy, industrial strategy and economic growth. Suppliers seeking to compete for a future requirement of this kind would need strong research and analytical capability, including the design of frameworks for assessing firms, supply chains, finance, skills, production capabilities and complementary assets. Credible experience would include sector and ecosystem analysis, institutional mapping, governance and funding comparisons, and assessment of capability gaps or fragmentation. They would also need to turn complex evidence into practical reform options, delivery models, evaluation approaches, implementation considerations and recommendations for research, development and innovation programmes.
