Summary of the contracting process

Jigsaw Homes Group is procuring tower scaffolding services for around 8,000 of its properties in Chorley and the surrounding areas. The requirement covers approximately 750 tower scaffold installations each year, including erection and removal on the same day: scaffolding must not remain in place overnight. The work supports housing maintenance and other activities across the group’s North region. The procurement is for a single contractor to provide the service throughout this area. The main category is scaffolding (CPV 44212310). Suppliers should therefore be equipped to deliver regular tower scaffold installations and removals across Chorley and nearby locations, rather than general construction scaffolding or work across all of Jigsaw Homes Group’s approximately 37,500 properties.

The procurement has reached tender: Jigsaw Homes Group invited offers through a below-threshold open competition. Electronic submission is allowed. The tender and enquiry deadline set by the buyer is 4 September 2026 at 12:00. The contract is scheduled to run from 2 November 2026 to 1 November 2028, with an option for yearly extensions up to 1 November 2030, subject to performance and mutual agreement. The estimated value is £300,000 excluding VAT and £360,000 including VAT. There is one lot. Offers will be evaluated on price at 60%, quality at 30% and interview at 10%. The stated selection requirement is tower scaffolding only.

This opportunity suits scaffolding contractors specialising in tower scaffolding, particularly small and medium-sized enterprises. Suppliers need the equipment, trained personnel and operational capacity to erect and dismantle around 750 towers a year, with every installation completed and removed on the same day. The requirement favours a contractor able to provide dependable coverage in Chorley and the surrounding areas, coordinate frequent housing-related works and mobilise to the buyer’s timetable. Experience delivering tower scaffold work as a dedicated service is directly relevant. Continued work depends on KPI performance and mutual agreement, so suppliers should be able to monitor service quality, meet response and delivery expectations, and maintain consistent performance throughout the contract.
