Summary of the contracting process

The London Borough of Camden is commissioning a young people’s supported accommodation pathway providing accommodation and support for people aged 16 to 25. It is intended for looked-after children aged 16–17 and other young people whom the local authority must accommodate, care-experienced people aged 18–25, and unaccompanied or separated children. The service should help young people progress through the relevant stages of the pathway and prepare to live independently. This is a social work service with accommodation, delivered in London. The requirement is for a minimum of 15 accommodation units, with further property requirements set out in the tender documents. It is a single service requirement and is classified as a light-touch service.

The buyer has reached the tender stage and invited offers through an open procedure. This is a re-tender following an earlier attempt in which no appointment was made. The deadline for enquiries is 7 October 2026 at 12:00, and the deadline for tender submissions is 12 October 2026 at 12:00. The contract is scheduled to run from 1 April 2027 to 31 March 2031. Its estimated value is £2,697,600 including applicable taxes. The award decision is due by 11 December 2026 at 23:59. Evaluation is based on 40% price and 60% quality: service model, safeguarding, performance management and outcomes carry 25%; staffing 13%; social value 10%; property management 5%; partnership working 4%; and implementation 3%.

This opportunity suits accommodation and support providers able to offer at least 15 units at the tender stage, including organisations working with care leavers, looked-after children and unaccompanied or separated young people. The buyer has indicated that small and medium-sized businesses and voluntary, community or social enterprises are suitable. Bidders must demonstrate at least three years’ experience delivering non-registered residential accommodation and support services, including a non-registered residential accommodation and support block contract with a minimum annual value of £250,000. Financial standing requirements include a CreditSafe rating of at least 50% and a current ratio of at least 1 for each of the last two financial years. Strong safeguarding, outcomes management, staffing, property management, partnership working and social value capability will be important.
