Summary of the contracting process

The Royal Borough of Greenwich procured community health services under its Public Health Framework, Lot 2: Live Well Preventative Health Services. The requirement covers prevention and wellbeing support for Greenwich residents, potentially including smoking cessation, diet and nutrition, exercise and physical activity, Live Well services, NHS Health Checks, weight management and digital online services. A lead provider model is intended to improve coordination, reduce duplication and provide integrated care pathways. The services are delivered in Greenwich, London. This is a new service requirement with an existing provider, and falls within the health and social care services category. The appointed provider is expected to coordinate the service and work across the relevant preventative health activities rather than deliver only a single isolated intervention.

The procurement has reached the award stage following a mini-competition among pre-appointed providers on the Royal Borough of Greenwich Public Health Framework. The award was recorded on 6 August 2026 to Everyone Health Limited, an SME, and the contract was signed the same day. Its value is £16,677,858.27 excluding VAT, covering five years from 1 October 2026, with pre-agreed extension options of up to a further two years. Evaluation gave quality a 70% weighting and price 30%. The procedure was a limited award without a separate call for competition, using the Provider Selection Regime for healthcare services. The notice began an eight-calendar-day standstill period, with representations due by midnight on 18 August 2026 from framework providers. Two bids were received, both from SMEs.

This outcome indicates demand for an integrated, lead-provider model covering a broad portfolio of preventative health and wellbeing services for a local authority. Suppliers seeking to compete for comparable work would need credible capability across several public health interventions, including smoking cessation, nutrition, physical activity, health checks, weight management, digital delivery and wider wellbeing support. Strong service coordination, referral management and the ability to create seamless integrated care pathways would be important, alongside the capacity to manage delivery at borough scale. The evaluation places substantially greater emphasis on quality than price, so evidence of effective outcomes, innovation, resident engagement, partnership working and reduced duplication would strengthen a future response. Experience of delivering community health services and operating within a public-sector framework would also be relevant.
