Summary of the contracting process

The Local Government Association is commissioning research consultancy services to gather and analyse evidence from councils about supporting young people into learning and work. The work should bring together evidence of council activity, including how councils use their existing duties to support a broader age group, and councils’ views on the national changes needed. The supplier must produce an executive summary paper with a clear overarching narrative, identify common themes and turn them into policy asks. The findings will support the LGA in sharing practice across the sector and advocating for councils in the context of expected changes following the Milburn youth and work review recommendations. Delivery is for the LGA, based in London, with council evidence informing the work across the sector.

The process has reached tender: the LGA invited offers through a below-threshold open competition. It is a single-lot services procurement under the light-touch regime, with a gross estimated value of £15,000. Bids may be submitted electronically, and the buyer set the submission deadline at 26 August 2026 at 16:00 UTC. The contract period is 3 September 2026 to 16 December 2026. The procurement is evaluated on quality and price. Evaluators will score bids against the published criteria and combine the quality and price scores according to their stated percentage weightings; the contract will go to the bidder with the highest overall quotation score. The lot is identified as suitable for SMEs.

This opportunity suits a research, evaluation or public policy consultancy able to collect and interpret evidence from local authorities and convert it into concise, influential policy analysis. Strong candidates will need to understand council duties and services for young people, including routes into learning and employment, and draw together evidence from individual councils into common themes without losing the context behind it. The required output is an executive-level paper, so the supplier should be capable of clear synthesis, structured writing and turning findings into practical policy asks. Experience working with councils, local government networks, youth services, education or employment policy would be relevant. The scale is suitable for an SME, particularly a small specialist team with the capacity to complete a focused research assignment within the contract period.

Notice Title

LGA tender: evidence councils' ambition to support young people into learning and work

Notice Description

To complement the individual evidence of council activity including their views on what they need to be able to more effectively address the issue, the supplier should produce an executive summary paper with a clear overarching narrative bringing together common themes identified in the individual evidence which should be turned into a set of policy asks. This commissioned piece will demonstrate what councils do with their existing duties and how they aim to support the broader age group, coupled with views on what changes are needed nationally. This will enable the LGA to use the evidence to share practice across the sector and the executive summary will help us advocate for councils in any new system which the Government is expected to develop as a result of the upcoming Milburn youth and work review solutions recommendations.
