Summary of the contracting process

Birmingham Children’s Trust plans to procure supported accommodation services in Birmingham for separated migrant children and young people. The proposed service has two parts: Ofsted-registered supported accommodation for separated migrant children aged 16–17, and accommodation and support for young people aged 18 or over who were previously supported through children’s services and still need help after their eighteenth birthday. The work is social care with accommodation (CPV 85311000). The Trust is consulting providers to understand the market, provider capacity and capability, possible delivery models, and issues that should shape its requirements and procurement approach. This is intended to inform the future service specification and how the procurement will be run.

The process is at planning and the Trust is undertaking preliminary market engagement; it is not yet a tender invitation, and engagement responses will not form part of evaluation of a later procurement. The Trust expects to use a competitive flexible procedure. It plans one lot, suitable for small and medium-sized businesses and voluntary, community or social enterprises. The proposed contract is expected to run from 1 March 2027 to 28 February 2031, with a possible extension to 28 February 2035. The Trust’s engagement questionnaire was requested by noon on 23 October 2026. The Trust’s stated purpose for this exercise is to inform final service requirements and the procurement approach; it has not set out a contract value or award criteria at this planning stage.

This work is likely to suit providers with experience delivering accommodation and support to separated migrant children and care-experienced young people, including services spanning both under-18 and over-18 age groups. For the 16–17 cohort, the proposed service specifically requires Ofsted-registered supported accommodation. The Trust is particularly interested in Birmingham-based and regional providers, and is seeking insight into capacity, capability, delivery models, and practical opportunities or challenges. Providers able to explain how they can support both age groups and contribute informed feedback on service design are well placed to engage in shaping the future requirement. The planned procurement is identified as suitable for SMEs and voluntary, community and social enterprises, signalling scope for providers beyond large national operators.

Notice Description

Birmingham Children's Trust is undertaking preliminary market engagement in relation to the proposed procurement of supported accommodation services for Separated Migrant Children (SMC). The purpose of the engagement is to help the Trust understand the current market, provider capacity and capability, and to obtain feedback to inform the development of the service requirements and proposed procurement approach. The proposed requirement covers supported accommodation for separated migrant children and young people, including: Under 18 SMC Supported Accommodation - Ofsted-registered supported accommodation for separated migrant children aged 16-17; and 18+ Former SMC Supported Accommodation - supported accommodation for young people who have previously been accommodated through children's services and continue to require accommodation and support following their eighteenth birthday. Providers are invited to participate in the market engagement exercise by completing the market sounding questionnaire. Feedback received through the exercise will be considered by the Trust when developing the final service requirements and procurement approach. Participation in the market engagement does not form part of the evaluation of any subsequent procurement.
