Summary of the contracting process

Birmingham Children’s Trust Community Interest Company intends to procure accommodation and support services for young people in Birmingham. The service will cover short-, medium- and long-term accommodation and support for five distinct cohorts: 16- and 17-year-olds, vulnerable 18-year-olds, homeless young people, and expectant mothers aged under 18. This is a health and social work service, including the provision of accommodation alongside practical and welfare support suited to the needs of each cohort. The requirement is managed by Birmingham Children’s Trust, which will use the service to support young people with differing levels of vulnerability and housing need. Suppliers should therefore be able to provide or manage suitable accommodation and deliver structured support across these groups.

This procurement is at the planning stage: Birmingham Children’s Trust has announced an intention to procure, but there is no invitation to tender at this stage. The buyer expects to use a competitive flexible procedure under the light-touch regime, with a framework agreement involved. The planned procurement has one lot, and the buyer expects the contract to run from 1 April 2027 to 31 March 2031, with renewal available to a maximum extent of 31 March 2033. The next notice is expected on 1 December 2026. The lot is planned and is identified as suitable for small and medium-sized enterprises. The arrangement will cover accommodation and support services for all five stated cohorts.

The requirement is likely to suit housing, supported accommodation, homelessness and children’s or young people’s social care providers, including small and medium-sized organisations. Relevant suppliers will be those able to secure, operate or manage accommodation while providing consistent, person-centred support for vulnerable young people. Experience across several of the stated cohorts would help, particularly care leavers or other 16- and 17-year-olds, vulnerable care or housing service users aged 18, homeless young people, and pregnant under-18s. Providers should be prepared to demonstrate the operational capacity to deliver short-, medium- and long-term placements, respond to different support needs, and work across a framework arrangement. The planning stage gives prospective suppliers time to assess their accommodation model, staffing and partnership arrangements before the procurement advances.
