Barnsley Metropolitan Borough Council is considering an integrated Carers Support and Prevention Service for Barnsley. The service would support unpaid carers, administer the Barnsley Carers Grant, and provide low-level prevention services for adults. The council expects to publish a future procurement notice on 10 September 2026. It plans a face-to-face supplier presentation briefing in Barnsley on 9 September 2026, starting at 9:30am and lasting up to three hours; each supplier may send up to two representatives. Suppliers wishing to attend are expected to return the attendance form by 12 noon on 1 September 2026. The council has not settled the final contract value or duration. Its current planning indicates a single service covering 1 April 2027 to 31 March 2028, with the final position to be set out in the tender documents.

The engagement is suited to small and medium-sized enterprises and to voluntary, community and social enterprise organisations. It should interest providers with experience supporting unpaid carers, administering grant schemes, delivering adult prevention services, or providing early intervention and community-based support. Organisations able to address loneliness, social isolation and the prevention of escalating care needs may also be well placed to contribute. The council is looking for market capacity and practical feedback on an integrated service model, so providers with experience joining up services, working with local communities and shaping public-sector care requirements should prepare evidence of relevant delivery experience. This stage is an opportunity to influence the future design and understand the intended requirements before the procurement reaches the market.

Barnsley Metropolitan Borough Council is considering a future procurement exercise for an integrated Carers Support and Prevention Service. Prior to making any decision regarding procurement, the Council wishes to undertake a pre-market engagement exercise to understand market capacity, gather feedback and inform the future design of services. The Council is seeking views on a proposed model that brings together: Support for unpaid carers. Administration of the Barnsley Carers Grant. Low level prevention services for adults Early intervention and community based support to reduce loneliness, social isolation and escalation of need. Following review of these responses, the Council will hold a supplier presentation briefing session in order to: Further explain the intended procurement exercise and the requirements Facilitate discussions around the shaping of the requirements This supplier presentation briefing session will be held via face to face in person on 9th September 2026 from 9:30am, with all suppliers wishing to participate in the exercise. The session is expected to last no more than 3 hours. A maximum of two representatives per supplier organisation may attend. In order to confirm attendance, please return appendix 1 of the Pre-Market Engagement document by 12noon on 01/09/2026.
