Summary of the contracting process

Barnsley Metropolitan Borough Council is seeking a provider for an integrated carers support and prevention service. It will support unpaid carers aged 18 and over, and provide low-level preventative support for adults aged 18 and over. The service combines carers’ support, financial advice and crisis support with prevention services for vulnerable adults, community connection and navigation. Its purpose is to help people maintain independence and wellbeing, reduce isolation, identify needs early and prevent or delay the need for statutory care and support. The provider will work with Adult Social Care, health partners, neighbourhood teams and voluntary, community and social enterprise organisations. This is a health and social care service; the stated delivery location is the United Kingdom.

The council invited offers through an open procedure under the Procurement Act 2023. The enquiry deadline was 6 November 2026 at 12 noon, and the submission deadline was 13 November 2026 at 12 noon. The intended award decision date was 11 December 2026. The initial contract term runs from 1 April 2027 to 31 March 2032, with an option to extend by up to 24 months, to 31 March 2034. The stated budget is £360,000 per year; the estimated contract value is £2,520,000. There is one lot. Evaluation gives 80% to quality, 15% to price and 5% to social value. The service is identified as suitable for SMEs and voluntary, community and social enterprise providers.

This opportunity suits organisations experienced in supporting unpaid carers and adults who may be vulnerable or at risk of needing statutory care. Providers should be able to bring together practical carers’ support, financial advice and crisis response with preventative help, community navigation and connection. The service calls for the ability to identify needs early, provide timely support and work collaboratively across adult social care, health, neighbourhood teams and voluntary, community and social enterprise partners. Relevant strengths include promoting independence and wellbeing, reducing social isolation and helping prevent needs from escalating into crisis. The integrated scope will favour providers able to coordinate multiple strands of support and work effectively across public services and community organisations. SMEs and VCSE organisations are identified as suitable participants.
