Summary of the contracting process

The Centre for Process Innovation Limited is procuring a single-contractor framework for engineering consultancy covering local exhaust ventilation (LEV) design and compliance assessments, dangerous substances and explosive atmospheres (DSEAR) consultancy, and technical and advisory support. The appointed consultant will support CPI’s activities in North East England and work alongside other CPI contractors carrying out related works. The requirement is for technical testing, analysis and consultancy services. The contractor must provide all three service areas and operate independently from LEV manufacturers and installers. This is a specialist engineering and compliance opportunity for organisations able to advise on ventilation systems, hazardous substances and explosive-atmosphere risks, while coordinating effectively with other delivery contractors.

The procurement reached tender: CPI invited offers through an open procedure. It is a single-supplier framework using reopening of competition, although CPI reserves the right to direct award without further competition. Offers were due by 10 September 2026 at 12:00. The planned award decision date was 6 October 2026 at 23:59. The framework contract period was set from 12 October 2026 to 11 October 2029, with one 12-month extension available until 11 October 2030. The tender value is recorded as £0 gross and the lot value as AED 0 gross. Evaluation is based on delivery methodology for LEV and DSEAR services at 35%, reporting, deliverables and communication at 20%, added value, continuous improvement and knowledge transfer at 15%, and cost at 30%.

This opportunity suits an established LEV and DSEAR engineering consultancy with demonstrable technical competence across design, compliance assessment, hazardous-substance risk and explosive-atmosphere requirements. Suppliers should be able to deliver practical technical and advisory support, produce clear reports and deliverables, communicate with CPI and its other contractors, and contribute added value through continuous improvement and knowledge transfer. The framework requires a single provider capable of covering the full scope rather than a business specialising in only one service area. Independence from LEV manufacturers and installers is a key suitability requirement, so manufacturers, installers or consultancies whose advice could be conflicted may not be well placed. The arrangement also favours a supplier able to maintain agreed pricing and support CPI’s wider contractor network.
