Summary of the contracting process

UK Research and Innovation (UKRI), through STFC Daresbury Laboratory, is procuring commercial waste collection and recycling services for Daresbury Laboratory. The requirement covers the full management of general and commercial waste, including collection, treatment, recycling and reuse, in line with the waste hierarchy and legal duty-of-care obligations. The contractor is expected to support the elimination of non-hazardous waste sent to landfill, while increasing recycling and reuse. The service also includes accurate, transparent and timely reporting, innovative technology and operational solutions, stakeholder information and education, continuous process improvement, and improved environmental outcomes. Suppliers will need to account for changes in resource and waste legislation and government policy, including measures associated with the Environment Bill. This is a waste management and refuse collection services opportunity.

The process reached tender: UKRI invited offers through an open procedure. The enquiry deadline was 26 August 2026 at 14:00, and the tender submission deadline was 4 September 2026 at 14:00. Evaluation is weighted 70% quality and 30% price. The contract is valued at £272,450 excluding VAT, or £326,940 including VAT. The initial contract period runs from 1 October 2026 to 30 September 2028. UKRI has options for a third and fourth year of the same service, allowing the maximum period to run to 30 September 2030. The award decision was scheduled for 24 September 2026. Electronic submission is allowed, and bids must be submitted in English. The opportunity is identified as suitable for small and medium-sized enterprises.

This opportunity suits established waste management, commercial refuse collection and recycling contractors able to manage a complete waste service for a laboratory environment. Strong candidates will be able to demonstrate compliant handling, collection, segregation, recycling and reuse of non-hazardous waste, with robust processes supporting the waste hierarchy and duty-of-care requirements. The requirement favours suppliers with reliable operational capacity, transparent management information and the ability to provide accurate, timely evidence of landfill avoidance, recycling and reuse performance. It also suits businesses with technology-led or innovative service improvements, stakeholder engagement and education capabilities, and a practical approach to continuous improvement. Experience of monitoring changing environmental legislation and government waste policy will be relevant, as will the ability to deliver sustainable outcomes without compromising service reliability or legal compliance.
