Summary of the contracting process

North London NHS Foundation Trust is planning to procure external consultancy support for Tavistock Education and Training (TET), following its acquisition of Tavistock and Portman NHS Foundation Trust through merger. TET provides mental health and social care education, including 20 postgraduate programmes validated by university partners, serving around 1,400 students and 3,000 learners each year. The consultancy will support a review of TET’s education and training offer for students and the NHS, with the aim of improving its long-term financial independence and sustainability. The work is classified as research and development and related consultancy services. North East London NHS Foundation Trust is managing procurement communication. Delivery location details are not set out beyond the involvement of the London-based NHS trusts.

This procurement is at the planning stage: the buyer has stated an intention to procure and has not issued an invitation to tender. The planned contract is one lot, suitable for small and medium-sized enterprises, with an expected contract period from 13 October 2026 to 13 April 2027. The estimated total value is £150,000 including VAT, and the procurement is below the relevant threshold. A framework agreement is planned. The buyer expects the next notice on 24 August 2026. A supplier day is scheduled for 18 August 2026 to help shape the procurement process, service specification, collaborative delivery options, commissioning and contracting approach, and to assess provider interest.

The work is likely to suit consultancies experienced in strategic reviews, organisational sustainability and service redesign, particularly those working across higher education, professional training, mental health or social care. Suppliers should be able to assess an established education and training portfolio, consider the needs of students and NHS customers, and develop commercially sustainable options for future delivery. Experience of postgraduate provision, university validation arrangements or learning programmes serving substantial student and learner populations would be relevant. The buyer is seeking collaborative input on service specifications and delivery models, so providers able to engage constructively in market shaping may be well placed. Small and medium-sized enterprises are identified as suitable, and the planned framework arrangement may be relevant to suppliers seeking public-sector consultancy work.

Notice Title

TAVISTOCK EDUCATION AND TRAINING (TET) EXTERNAL CONSULTANCY SUPPORT

Notice Description

In 2026, NLFT acquired the Tavistock and Portman NHS Foundation Trust via merger, including its globally recognized education and training arm, Tavistock Education and Training (TET). TET offers a range of trainings in mental health and social care, including 20 postgraduate programmes validated by university partners and a population of some 1400 students and 3000 learners annually. While TET represents a major strategic asset with a significant international reputation, it currently faces a material sustainability challenge due to a change in the core funding from NHSE. This requires TET to review its offer, both to students and the NHS, and to become more financially independent and sustainable in the long-term.
