Summary of the contracting process

The London Borough of Hackney is procuring children’s integrated speech and language therapy services, classified as community health services (CPV 85323000). The service supports children with speech, language, communication, swallowing or eating needs to achieve their communication potential. It includes direct interventions aligned with children’s Education, Health and Care Plans, plus indirect support through professional training and guidance for parents and carers. Delivery covers Young Hackney, the Youth Justice Virtual School, schools and early-years settings in Hackney. The requirement is a single service covering both clinical interventions and wider workforce and family support, so relevant suppliers need to operate across education, early-years and children’s services environments as well as provide specialist therapy.

The process records an active award to Homerton Healthcare NHS Foundation Trust, with the contract signed on 11 August 2026. The award followed Provider Selection Regime Direct Award Process C, using a limited procedure without prior publication of a competition notice. One electronic bid was recorded, from a non-SME supplier. The initial contract period is 1 October 2026 to 31 March 2027, with two possible six-month extensions, giving a maximum period to 31 March 2028. The recorded contract value, including all extensions, is £2,202,101. Evaluation weighted quality at 100% and cost at 0%, using whether the existing provider was meeting the original contract and likely to meet the proposed requirement to a sufficient standard. The award notice also records a standstill period, with representations due by 25 August 2026.

This requirement demonstrates demand for an established, integrated children’s speech and language therapy provider able to maintain continuity of service across Hackney. A credible future competitor would need qualified clinical capability covering speech, language, communication, swallowing and eating needs, together with the capacity to deliver interventions under Education, Health and Care Plans. It would also need to provide training for education and other professionals and practical guidance for parents and carers. The buyer’s evaluation emphasised quality and innovation, integration and collaboration, service sustainability, improved access, reduced health inequalities, facilitated choice and social value. Experience working across schools, early-years settings, youth services and justice-related education would therefore be relevant, alongside evidence of reliable delivery and value for money.
