Summary of the contracting process

Mansfield District Council appointed a single supplier to provide annual investment property asset valuations and impairment reviews for financial reporting. Nottinghamshire County Council managed the procurement on the district council’s behalf. The work covers a portfolio of 10 investment properties, comprising nine properties across the UK and one shopping centre in Mansfield. The portfolio includes a hotel, gym, office, supermarket, Volkswagen commercial vehicle sales and service centre, two DIY retail properties, an industrial property, the shopping centre, and a mixed office and residential long leasehold interest. The appointed valuer is required to assess property values and identify any material impairment between the valuation date and the financial year-end. Nationwide geographical coverage is required. This is a property valuation and real estate advisory services requirement.

The procurement is complete and the contract was awarded to Colliers International Property Advisers UK LLP. It used a below-threshold limited competition, with one completed lot and a single-supplier requirement. The contract was signed on 18 September 2025 and runs from 1 November 2025 to 31 August 2027, with no extensions available. Its value is £21,000 excluding VAT and £25,200 including VAT. The contract covers annual valuations of the investment property portfolio and an annual impairment review for financial reporting. The Council’s valuation date is 31 December and its financial year-end is 31 March. The recorded service category is real estate agency services on a fee or contract basis. Colliers’ award is active and the contract is active.

This opportunity indicates demand from Mansfield District Council for specialist investment property valuation and impairment advice across a geographically dispersed commercial portfolio. Credible competitors would need a suitably experienced and qualified valuation practice able to provide nationwide coverage, assess varied property types and produce reliable annual asset valuations for IFRS financial reporting. Relevant capability includes valuation of hotels, gyms, offices, supermarkets, vehicle sales and service premises, DIY retail, industrial property, shopping centres, and mixed office and residential long leasehold interests. The supplier must also be able to carry out impairment reviews that identify material changes in asset values between the valuation date and financial year-end. A business able to deliver the full requirement through one coordinated service would be well placed for comparable work from this council.
