Summary of the contracting process

Midlands Partnership University NHS Foundation Trust is procuring dried blood spot testing for blood-borne viruses (medical laboratory services, CPV 85145000). The service supports the Trust’s substance misuse teams and must include self-testing kits, laboratory analysis and secure electronic reporting of results. Required tests are hepatitis B surface antigen and core antibody, HIV types 1 and 2, hepatitis C antibody, and automatic hepatitis C PCR testing when antibody results are positive. Delivery is required across the Trust’s national footprint, currently covering multiple sites in Buckinghamshire, Hampshire and Staffordshire, as well as the Isle of Wight and Telford. The provider should accommodate additional UK locations if the Trust expands its services.

This is a Provider Selection Regime intention to award following a direct award without prior publication of a competition. The selected supplier is Sheffield Teaching Hospitals NHS Foundation Trust, and the existing provider is being retained because it is meeting the original contract and is expected to meet the proposed requirement. The published award date is 13 August 2026, with a two-year contract beginning 1 September 2026 and a maximum expiry date of 31 August 2029, including an option to extend by up to 12 months. The approximate lifetime value is £336,839.19. Evaluation gives 100% weighting to quality and 0% to price. Representations must reach decision makers by 25 August 2026; the notice states that formal award has not yet occurred.

This requirement indicates sustained demand for a national blood-borne virus testing service supporting community drug and alcohol services. A credible future competitor would need to supply a consistent, affordable and scalable stock of self-testing kits, operate a high-quality analytical laboratory service, and provide the specified hepatitis B, HIV and hepatitis C testing, including automatic PCR follow-up after a positive hepatitis C antibody result. It would also need secure, reliable electronic transmission of results, timely communications and support before, during and after testing. Relevant capability includes managing multiple delivery sites across England and the wider UK, adapting to changing service volumes, and accommodating additional locations as the Trust’s substance misuse service footprint grows.
