Summary of the contracting process

Hull College is procuring the replacement of the heating and boiler system at Goole College. The requirement covers the existing heating boiler plant, flues, controls and associated pipework, together with all builder’s work needed to complete the replacement. The work is based on the findings and recommendations of a heating and boilers condition report dated 21 July 2026, which forms part of the tender documentation alongside the specification and ITT questionnaire. The primary purpose is to restore reliable heating: the existing boilers are beyond economic repair and have been isolated, creating a risk that the college building will be unheated during the 2026/27 heating season. This is a college estate engineering and building-services requirement delivered at Goole College in Goole.

The buyer invited offers through a below-threshold open competition. This procurement reached tender, so suppliers were invited to submit bids. Questions or enquiries had to be submitted by 4 September 2026 at 12:00 noon, and bids had to be submitted by 11 September 2026 at 12:00 noon. Electronic submission was allowed through Hull College’s In-Tend portal, where bidders were required to register and submit correspondence. The contract is valued at £90,000 gross. The single package is scheduled to run from 5 October 2026 to 27 November 2026. Evaluation is weighted 60% to quality and 40% to price. The package is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This opportunity suits a qualified and experienced mechanical, electrical and heating contractor able to undertake a complete boiler-plant replacement rather than a supply-only installation. Competitors need capability across heating systems, boiler plant, flues, controls and associated pipework, as well as the builder’s work required to connect and finish the installation. The contractor must be able to work from the college’s heating and boilers condition report, specification and ITT questionnaire, translating the report’s recommendations into a coordinated delivery package. It is suitable for SMEs and voluntary, community or social enterprises, so smaller specialist contractors with relevant building-services experience may be well placed to compete. Quality carries greater weight than price in evaluation.
