Summary of the contracting process

The London Borough of Brent plans to commission a Parent and Infant Relationship Service (PAIRS), a community perinatal mental health and parent-infant support service (health services, CPV 85100000). It will support pregnant women and families in Brent who are at risk of mild to moderate mental health problems and are receiving support from maternity, health visiting, school nursing or Council services. The service is intended to address gaps in access to support and in the coordination of the local perinatal mental health and parent-infant pathway. The provider will assess maternal and infant mental health, emotional wellbeing, family functioning and the parent-infant relationship; provide short-term, outcome-focused interventions or referrals; monitor wellbeing; connect families to peer support; and coordinate with other services. Delivery is in the community across Brent, taking account of the borough’s demographic profile and the cultural needs of service users.

This is at the planning stage: Brent has set out its intention to use the Provider Selection Regime’s most suitable provider process, following market engagement. It is not an invitation to tender. The intended contract is for three years, with an approximate value of £1,436,922 excluding VAT. The buyer envisaged a commencement date of 1 February 2027. It expected expressions of interest by 1pm on 16 November 2026, assessments between 16 and 20 November, and a subsequent notice on 30 November 2026. The process concerns the full PAIRS service as one planned lot. The Council may commission the same or a similar service again, subject to requirements. The stated decision-maker is the Council’s Corporate Director Service Reform and Strategy, or the Director of Public Health where authority is delegated.

This will suit providers with the clinical and community-service capability to support families with mild to moderate perinatal mental health needs and parent-infant relationship concerns. The service requires assessment of maternal and infant mental health, emotional wellbeing, family functioning and the parent-infant relationship, alongside suitable short-term interventions, referrals and ongoing monitoring. Providers should be able to take a recovery-focused approach that helps parents and families support their own wellbeing and that of their infant. Strong partnership working is central: the provider must coordinate with Council commissioners, contract managers and care management, connect families with peer support, and work with other providers to improve access and pathways. Experience adapting service delivery to diverse communities and meeting the cultural needs of Brent residents will be important. The buyer also expects collaboration on continuous service improvement.}

Notice Title

Brent Parent and Infant Relationship Service (PAIRS) (Provider Selection Regime) (Most Suitable Provider Process)

Notice Description

Following a market engagement (2026/S 000-078080) published on 17August 2026, the London Borough of Brent are publishing an Intention to Follow the most suitable provider process. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. The Public Health team has been leading on the Perinatal Mental Health and Parent-Infant Relationship strand, internally referred to as Parent and Infant Mental Health (PIMH) support, as part of the Family Hubs and Start for Life programme, now known as Best Start in Life. A PIMH working group identified a clear gap in the provision of services for individuals experiencing mild to moderate Perinatal Mental Health needs and those needing Parent-Infant relationship support. Engagement with families and service providers highlighted lack of a clear access into the perinatal mental health and parent-infant support pathway, staffing difficulties, and workload pressures. To overcome these gaps, the PIMH working group agreed to the commissioning of a dedicated PAIRS to cater to the parent and infant mental health needs of Brent residents. To date, this has been delivered by Central and Northwest London NHS Trust (CNWL). The Provider will work closely with the Council's representatives and services including commissioners, contract managers, and care management. The Provider must also ensure that Service delivery takes into consideration the demographic profile of the borough and the cultural needs of people using the service. The approximate contract value is PS1,436,922 excluding VAT. The contract will be for a period of 3 years. If you believe your organisation can provide the full set of requirements of the Brent Parent and Infant Relationship Service (PAIRS), please register on the e-Tendering portal using the link above to access the MSP documentation and submit your Expression of Interest response. https://procontract.due-north.com/Advert?advertId=8ada6ce7-82d4-f111-8142-6045bdf14b1f&p=2241eb95-058a-e511-80f7-000c29c9ba21 The deadline for submitting completed Expression of Interest response is 1pm, on 16 November 2026.
