Summary of the contracting process

National Highways Limited procured independent checking and safety-assessment services for its Tunnel Control and Management System (TCMS). The requirement covers Category 3 checking of changes to design and test documents, independent functional safety assessment of the TCMS design and implementation, and work needed to complete fault-free running, trials and the safety case for final certification. It also includes seeking Approval in Principle for Southwick and Roundhill tunnels, supporting planned refurbishment schemes through approvals and into detailed design. The initial TCMS deployment is at Hindhead Tunnel, the first of National Highways’ 11 tunnels planned for migration to the new system. The service category is health and safety services, with delivery in the United Kingdom.

The procurement is complete and was awarded through a competitive selective procedure under a framework agreement. One requirement was awarded to ATKINSRÉALIS UK LIMITED on 17 August 2026. The awarded value is £553,144.52 excluding VAT, or £663,773.42 including VAT. The contract period is 31 August 2026 to 31 July 2027. A standstill period runs until 27 August 2026, with contract signature scheduled for 28 August 2026. The award is above the applicable threshold. The procurement used one lot, covering the TCMS third-party checker requirement. The process was managed by National Highways Limited, and the selected supplier is a large organisation based in Epsom, Surrey.

This award indicates demand for specialist assurance of safety-critical tunnel control systems and associated highway structures. A credible competitor for a future requirement would need the technical capability to carry out independent Category 3 design checking, functional safety assessment and review of both design and test documentation. It would also need to support fault-free running, trials, safety-case completion and final certification, alongside Approval in Principle work for tunnel refurbishment schemes. Relevant experience should cover road-tunnel systems, their design and implementation, and compliance with CG300 technical approval requirements and CD352 design requirements. The work suits an established engineering or safety-assurance business able to operate independently, manage multiple tunnel-related approval activities and provide evidence-based assurance for a major highways authority.

Notice Title

TCMS 3rd Party Checker

Notice Description

National Highways is in the process of delivering the new Tunnel Control and Management System (TCMS) for the first phase of the systems deployment at Hindhead Tunnel. Hindhead is the first tunnel from National Highways portfolio of 11 tunnels to be migrated onto the new TCMS. The TCMS is classed as a Tunnel System and as such it's design and development is required to comply with CG300 technical approval of highways structure and CD352 Design of road tunnels. To satisfy the standards, National Highways require an independent design checker to undertake Category 3 Checking and an independent functional safety assessor to undertake functional safety assessments of the design and implementation of the TCMS. The TCMS has completed the majority of the design and test phases and now requires completion of the fault free running period, trial period and safety case which will allow issue of the final certification. There are changes required to several design and test documents which require completion of the Category 3 Checking before issue of the design certification. National Highways are also seeking Approval in Principles (AiP) for both Southwick and Roundhill Tunnels. These AiP's are necessary to progress the approvals of planned tunnel refurbishment schemes at the tunnels in compliance with CG300 and CD352 and to move the schemes into detailed design for the tunnel refurbishments.
