Summary of the contracting process

NHS Lancashire and South Cumbria Integrated Care Board procured primary care medical cover for the Assessment and Rehabilitation Centre (ARC) Intermediate Care Facility in Blackpool. The service is a healthcare service, covering the provision of primary care medical support within an intermediate care setting. The requirement is for the ARC facility rather than a general community-wide medical service, so relevant suppliers are primary care practices and healthcare providers able to deliver medical cover at a named care facility. The selected supplier, Adelaide Family Practice, is based in Blackpool. The buying organisation is based in Preston and is responsible for commissioning and arranging the service for the ARC Intermediate Care Facility.

The process has reached the award stage under the Health Care Services (Provider Selection Regime) Regulations 2023. The ICB used Direct Award Process C, a limited procedure without prior publication of a competition. The award decision was made on 11 August 2026 and the contract was signed on that date. Adelaide Family Practice was selected for the primary care medical cover, with an awarded contract value of £127,376. The contract period runs from 1 April 2026 to 31 March 2027. Evaluation gave 100% importance to quality and 0% to price. The assessment considered quality and innovation, value, integration, collaboration, service sustainability, improving access, reducing health inequalities, facilitating choice and social value. One bid was recorded.

This procurement indicates demand from the ICB for reliable primary care medical cover within a Blackpool intermediate care facility. A credible future competitor would need to provide primary care clinicians and operational cover in an Assessment and Rehabilitation Centre environment, with sufficient capacity to maintain service continuity throughout the contract period. The selection route shows that continuity, delivery to the existing specification and confidence in the provider’s ability to meet requirements were decisive. Suppliers should therefore be able to demonstrate strong quality and innovation, integration with other services, collaboration, service sustainability, improved access, reduced health inequalities, patient choice and social value. Basic supplier selection requirements also apply. The awarded supplier was an SME primary care practice.
