Summary of the contracting process

Nuneaton and Bedworth Borough Council intends to procure dry recycling collection services for every household in the Borough of Nuneaton and Bedworth. The service is expected to cover 62,460 existing properties, together with future new-build households as they become occupied. The requirement is for safe, efficient and customer-focused collection of recyclable household materials, classified as refuse recycling services. Delivery will take place across the Borough of Nuneaton and Bedworth. This is a council-wide household collection service rather than a supply-only requirement, so it is relevant to operators with the vehicles, crews, systems and service management needed to deliver regular recycling collections across a large residential area. The procurement is being treated as a single service requirement.

The process is at the planning stage and currently concerns pre-market engagement only; it is not an invitation to tender. The council has scheduled a pre-market engagement survey, which it expects to run until 18 September 2026. It expects the next notice to be published on 4 January 2027. The planned contract period is 1 April 2028 to 31 March 2035, giving an indicative seven-year service term. The procurement is structured as one lot and is marked as being in planning. The council has not yet set out an invitation procedure, submission arrangements or evaluation basis in this process. Suppliers should therefore treat the published timetable as indicative and use the engagement stage to understand and inform the future requirement.

This procurement is likely to suit established waste and recycling contractors able to operate a borough-wide household collection service at substantial residential scale. Relevant capability includes planning collection rounds, providing and maintaining suitable collection vehicles and equipment, managing operational crews, handling recyclable materials safely and efficiently, and supporting residents through clear, reliable customer service. Experience of delivering local-authority or similarly extensive household recycling services would place suppliers well to prepare. The requirement also needs an approach that can accommodate additional future new-build properties as they become occupied, so scalable mobilisation, route planning and service management will be important. Small and medium-sized enterprises are identified as suitable for the requirement, although the single-lot structure means suppliers should assess their ability to cover the full service area.
