Summary of the contracting process

Tameside Metropolitan Borough Council is commissioning a short-break group activity service for children and young people aged 5 to 10 in the Tameside Borough. The service is intended for children with complex needs, particularly those attending specialist educational provision or a resource base and requiring one-to-one or two-to-one specialised support. Activities must accommodate behavioural, personal care, safety, medical, moving and handling, physical and learning needs, including global development delay and severe or moderate learning needs. Delivery includes support with eating and drinking, personal care, behaviour management, regulation and de-escalation, meaningful participation, and safe transfers. Providers should promote independence and use flexible staffing where safe and agreed with commissioners and the children with disabilities team. This is a health and social work service.

The procurement has reached the tender stage: the council invited offers through an open competitive flexible procedure. Tender submissions were to be made electronically through The Chest. Enquiries closed at 17:00 on 7 September 2026, and tender submissions were due by 12:00 on 14 September 2026. The estimated value is £168,750 excluding VAT, or £202,500 including VAT. The contract is scheduled to run from 1 January 2027 to 31 March 2028, with renewal options described as 15 months plus 12 months and a maximum end date of 31 March 2029. Evaluation is weighted 85% for quality and 15% for price. The top three scoring bidders are invited to interview, with award planned by 19 October 2026.

This opportunity suits providers experienced in delivering short breaks, group activities or specialist support for children and young people with complex needs. Suppliers need the capability to provide safe one-to-one or two-to-one support, including personal care, eating and drinking assistance, behavioural support, emotional regulation, de-escalation and moving and handling. Staff must be fully trained to address each child’s presenting needs, including medical, physical, safety and personal care requirements. Relevant experience of working with children who have learning needs and attend specialist education settings will be important. Providers should be able to develop individualised support using personal needs care plans, gather their own information about each child, promote independence and adjust staffing ratios safely in agreement with commissioners and the children with disabilities team.

Notice Description

The provider will successfully deliver short break groups within the Tameside Borough. This service is for children and young people (CYP) aged between 5 (year 1) and 10 (year 5/6) with complex needs. The grouping of these ages is dependent on what the provider can offer, but a consideration should be given to those CYP currently open to the CWD team (see section 1.2) and extremes of these ages should not be mixed. The service will be primarily for CYP who attend a specialist educational provision or resource base, who require 1:1 or 2:1 specialised support for behavioural and / or personal care needs and / or safety and / or medical needs and / or moving and handling needs This offer is also available for those children who may have physical difficulties and may require more complex personal care support. The provision should aim to promote CYP independence within the setting where possible and adopt a flexible approach to staffing, reducing individual CYP staffing ratios if safe to do so, and where agreed with commissioners and CWD Team CYP within Tameside that are eligible for this offer may present with one or more of the following diagnoses that are represented in Section 1.2. However, as new referrals are received into the service the list of presenting needs may change. Due to the threshold of the service all cases will have an associated learning need such as: * Global Development Delay * Severe Learning Need * Moderate Learning Need * Support for CYP is to be provided on a 1:1 or 2:1 basis including personal care needs. This may include: * Support with eating and drinking including regular prompts * Support ensuring CYP are clean and dry throughout the day and their care to be completed with dignity * Manage behaviours that may be challenging while keeping CYP and staff safe * Support and help with regulation and deescalation * Encouragement to participate in sessions ensuring this is meaningful * Following moving and handling plans for safe transfers between equipment and activities It is the providers responsibility to ensure staff are fully trained to support with individual presenting needs. Please see Appendix 1 for an example Personal Needs Care Plan which may be shared by the service area to understand a young person's needs. We expect providers to use this as a guide in addition to collecting their own information regarding the needs of a young person.
