Summary of the contracting process

The London Boroughs of Camden and Islington are developing a joint framework for Short Breaks services. The planned contract period is 1 April 2027 to 31 March 2031, with renewal potential extending to 31 March 2035. The estimated value is £32 million excluding VAT and £40 million including VAT. There is one planned lot, and the procurement is above the relevant threshold. The engagement is intended to inform the eventual procurement approach and requirements.

This will suit organisations delivering social work and related Short Breaks services, including small and medium-sized enterprises and voluntary, community or social enterprises. The planned framework is intended to appoint a number of providers, so it may suit both established providers with the capacity to deliver across Camden and Islington and smaller specialist organisations able to participate as part of a multi-provider arrangement. At this stage, the main commercial value is the opportunity to understand the councils’ objectives and proposed scope, and to influence the future specification through informed feedback. Providers should prepare evidence of relevant Short Breaks or comparable social care delivery experience, service capacity, safeguarding arrangements, quality assurance and the ability to meet the eventual framework requirements.

Following the previous market engagement held in April 2026, the London Boroughs of Camden and Islington are holding a third market engagement event to discuss the Short Breaks service. Camden Council is undertaking an online pre-market engagement exercise to inform the development of its procurement strategy and requirements. The engagement event will provide interested organisations with an opportunity to learn more about the Council's objectives, proposed scope, and procurement approach, and to provide feedback, insights, and suggestions that may help shape the future procurement. Participation in this engagement process is voluntary and will not influence the evaluation of any future tender submissions.
