Summary of the contracting process

Armagh City, Banbridge and Craigavon Borough Council is procuring recycling, processing, recovery, treatment and collection services for waste from household recycling centres, bring sites, depots, markets and other Council facilities across the borough. The requirement is divided into 13 lots covering wood; rubble; soil and stones; mixed hard dense plastic; cardboard; paper; scrap metals; motor oil; lead-acid car batteries; oil filters; textiles; mixed glass; and paint. Depending on the lot, suppliers must provide containers, collect materials, process or treat them, divert them from landfill through recycling or reuse, and return recovered materials to market. The cardboard lot also covers material from Shambles Market, Armagh, while the paint lot covers nine recycling centres. The main category is waste-related services, including collection, recycling and treatment.

The Council has reached the tender stage and invited offers through an open procedure. Enquiries had to be submitted by 11 September 2026 at 12:00, and tenders by 18 September 2026 at 12:00; electronic submission is allowed in English. All lots allocate 70% to price and 30% to quality, covering proposed services, contingency arrangements, and waste recording, reporting, communications and complaints.

This opportunity suits waste-management, recycling, recovery, treatment, collection and materials-processing businesses able to bid for one or more specialist waste streams. Suppliers should have suitable facilities, vehicles, containers and operational systems for the relevant materials and collection points. Capacity planning is important because waste tonnages and loads are estimates, can vary between months and contract years, and may increase; the Council requires suppliers to manage additional quantities. Relevant expertise includes handling mixed or contaminated materials such as treated and untreated wood, rubble containing construction materials and mixed hard plastics, as well as hazardous or regulated streams including motor oil, oil filters, lead-acid batteries, paint and textiles. Bidders should demonstrate robust contingency arrangements, accurate waste tracking and reporting, effective communications and complaint handling. Textile providers also need robust, locked, labelled collection banks and maintenance arrangements, while the scrap-metal provider must supply and collect two 40-cubic-yard open-top roll-on roll-off containers.

Processing of Recyclable Materials and Resources

Notice Description

Tenders are invited for the recycling, processing and collection, where appropriate, of specified materials for Armagh, Banbridge and Craigavon Borough Council. The waste materials and resources are to be collected through the Household Waste Recycling Centres and Bring Sites across the Borough as well as from other Council facilities as referenced in individual Lot Specifications. Tenderers should note that all quantities of both tonnages and loads/movements are estimates. Tonnes and loads of contract waste shall vary from contract year to contract year, and from month to month. Council does not warrant, represent or guarantee to provide a specified amount of contract waste or a specified number of loads. Tenderers should satisfy themselves that they have sufficient capacity to deal with additional quantities of waste. Tenderers can price for individual or multiple lots.

Lot Information

Wood

Tenders are invited for the receipt, recycling and/or recovery of wood waste for Armagh City, Banbridge and Craigavon Borough Council. The wood waste accepted at Council Recycling Centres is not segregated into types/grades and is a mixture of both 'treated' and 'untreated'. Tenderers should satisfy themselves of the nature of this material before submitting a tender.

Renewal: The Council shall have the option, in agreement with the Contractor(s), to extend the Contract by up to an additional 24-months in increments to be agreed by both parties.

Rubble

Tenders are invited for the receipt, recycling/processing and treatment of rubble waste collected by the Authority's Household Recycling Centres. The processing and treatment should ensure that the material is diverted from landfill either through recycling or re-use with no rubble treated by means defined under regulation as disposal. Rubble is deposited by members of the public and may contain bricks, concrete blocks, ceramics, tiles, paving stone, soil etc. from domestic DIY. Tenderers should satisfy themselves of the nature of this material before submitting a tender.

Renewal: The Council shall have the option, in agreement with the Contractor(s), to extend the Contract by up to an additional 24-months in increments to be agreed by both parties.

Soil and Stones

Tenders are sought for the receipt, processing and treatment of soil and stones (EWC 17 05 004) collected by the Authority's Grounds Maintenance and Cemeteries team as well as from Household Recycling Centres at which this material is accepted/segregated. The processing and treatment should ensure that the material is diverted from landfill, through either recycling or reuse. Tenderers should satisfy themselves of the nature of this material before submitting a tender.

Renewal: The Council shall have the option, in agreement with the Contractor(s), to extend the Contract by up to an additional 24-months in increments to be agreed by both parties.

Mixed Hard Dense Plastic

Tenderers are invited for the receipt, recycling and/or recovery of mixed dense/hard plastic for Armagh City, Banbridge and Craigavon Borough Council. The mixed dense/hard plastic accepted at Council Recycling Centres is not segregated into types / grades and contains a wide range of plastic types from plastic buckets, basins, toys, drums, containers etc. Any grade of plastic that is hard/dense may be included in this collection. Tenderers should satisfy themselves of the nature of this material before submitting a tender.

Renewal: The Council shall have the option, in agreement with the Contractor(s), to extend the Contract by up to an additional 24-months in increments to be agreed by both parties.

Cardboard

Tenderers are sought for the collection, receipt, recycling/processing and return to market of cardboard waste from Armagh, Banbridge and Craigavon Borough Council Recycling Centres, and the Shambles Market, Armagh. Cardboard will also be direct delivered from two Household Recycling Centres as indicated in the Spec doc. The card material is primarily old, corrugated containers, (OCC or KLS), but may also contain quantities of light card, grey board, egg boxes etc as deposited by the general public. Tenderers should satisfy themselves of the nature of this material before submitting a tender.

Renewal: The Council shall have the option, in agreement with the Contractor(s), to extend the Contract by up to an additional 24-months in increments to be agreed by both parties.

Paper

Tenderers are sought for the collection receipt, recycling/processing and return to market of wastepaper collected at Armagh, Banbridge and Craigavon Borough Council Household Recycling Centres. Paper will also be direct delivered from two Household Recycling Centres as indicated in the Spec doc. Tenderers should satisfy themselves of the nature of this material before submitting a tender.

Renewal: The Council shall have the option, in agreement with the Contractor(s), to extend the Contract by up to an additional 24-months in increments to be agreed by both parties.

Scrap Metals

Tenders are invited for the receipt, recycling/processing and return to market of scrap metal collected at Armagh, Banbridge and Craigavon District Council Household Recycling Centres. Scrap Metal will be delivered from all sites with the exception of Newline Household Recycling Centre which requires the provision of 2 x 40 cubic yard open top roll-on off containers and a collection of these containers. Tenderers should satisfy themselves of the nature of this material before submitting a tender.

Renewal: The Council shall have the option, in agreement with the Contractor(s), to extend the Contract by up to an additional 24-months in increments to be agreed by both parties.

Motor Oil

Tenders are sought for collection, processing and treatment of waste motor oil collected at the Authority's Household Recycling Centres and at operational Depots. The processing and treatment should ensure that materials are diverted from landfill either through recycling or reuse. Tenderers should satisfy themselves of the nature of this material before submitting a tender.

Renewal: The Council shall have the option, in agreement with the Contractor(s), to extend the Contract by up to an additional 24-months in increments to be agreed by both parties.

Lead Acid Car Batteries

Tenders are sought for the supply of collection containers, collection/exchange of containers, processing and treatment of automotive battery waste collected at the Authority's Household Recycling Centres. The processing and treatment should ensure that the component materials are diverted from landfill either through recycling or re-use. Tenderers should satisfy themselves of the nature of this material before submitting a tender.

Renewal: The Council shall have the option, in agreement with the Contractor(s), to extend the Contract by up to an additional 24-months in increments to be agreed by both parties.

Oil Filters

Tenders are sought for the supply of containers, collection, processing and treatment of waste oil filters collected by the Authority's Household Recycling Centres as well as Craigavon Depot, Carn Industrial Estate and Banbridge Depot, Scarva Road, Banbridge. The processing and treatment should ensure that materials are diverted from landfill either through recycling or re-use. Tenderers should satisfy themselves of the nature of this material before submitting a tender.

Renewal: The Council shall have the option, in agreement with the Contractor(s), to extend the Contract by up to an additional 24-months in increments to be agreed by both parties.

Textiles

Tenders are sought for the provision of containers, collection, reuse/ recycling/ processing and return to market of textiles collected at Armagh, Banbridge and Craigavon District Council. Tenderers should supply textile collection banks for textiles similar to the capacity / type of those in place at Recycling Centres. The containers must be robust metal containers with a locked door and a safety hatch for deposit of materials. The container must be labelled appropriately. It will be the contractor's responsibility to ensure banks are in a good state of repair and maintained in line with good practice guidance and any regulatory requirements. Council reserves the right to request copies/evidence of maintenance schedules and reports. Tenderers should satisfy themselves of the nature of this material before submitting a tender.

Renewal: The Council shall have the option, in agreement with the Contractor(s), to extend the Contract by up to an additional 24-months in increments to be agreed by both parties.

Mixed Glass

Tenders are sought for the provision of containers, collection, recycling/processing and return to market of mixed glass, collected at Armagh City Banbridge and Craigavon Borough Council Household Recycling Centres and other bring sites across the Borough.

Renewal: The Council shall have the option, in agreement with the Contractor(s), to extend the Contract by up to an additional 24-months in increments to be agreed by both parties.

Paint

Tenders are sought for the supply of containment, collection and processing/disposal of paint unsuitable for reuse at the Councils 9no. Recycling Centres. Further information available in Spec doc.

Renewal: The Council shall have the option, in agreement with the Contractor(s), to extend the Contract by up to an additional 24-months in increments to be agreed by both parties.
