Summary of the contracting process

The London Borough of Camden is procuring dockless bike hire concession services in Camden, London. The successful operators will be permitted to provide and operate dockless bike hire services across the borough, supporting shared access to bicycles for public use. This is a transport service concession rather than a conventional supply contract: operators will run the service and manage its delivery within the borough under the Council’s requirements. The procurement covers Lot 1, under which two contracts are to be awarded for shared access to operate in Camden. The requirement is classified as road transport services. It is intended for operators able to provide a complete dockless bike hire service and work within the Council’s operational and service specifications.

The procurement has reached tender: the Council invited offers through an open procedure. It is a concession procurement and is above the relevant threshold. This Lot 1 contract has an estimated value of £82,000,000 excluding VAT, or £98,400,000 including VAT. The contract is scheduled to run from 1 June 2027 to 31 May 2032, with a break clause at the end of the second year or any time afterwards at the Council’s sole option. Bidders could submit electronic tenders in English. Questions had to be submitted by 11 September 2026 at 23:59:59, and tenders by 25 September 2026 at 12:00. The intended award decision date was 1 December 2026. Quality carries 60% of the evaluation and price 40%.

This opportunity suits established dockless bike hire operators, shared-mobility businesses and transport service providers with the technology, fleet, maintenance, customer-support and operating capability to deliver a borough-wide service. Suppliers will need to demonstrate that they can deploy and manage dockless bicycles at scale, maintain availability and safety, handle servicing and redistribution, and operate reliably across London. Experience of running public-facing cycle-hire or other shared transport schemes would be relevant, particularly where operators have managed large fleets, digital booking or payment systems, customer communications and local-authority requirements. The Lot is expressly identified as suitable for small and medium-sized enterprises, so specialist operators may be able to compete, including through a consortium or delivery partnerships where complementary operational capabilities are required.

Notice Title

Dockless bike hire concession services Lot 1 (contract 2)

Notice Description

The London Borough of Camden are seeking to award concession contracts for the provision of Dockless Bike Hire Services. The contracts will be for a period of 5 years commencing on 1st June 2027 with a break clause at the end of the second year of the contract or at any time thereafter, at the sole option of the Council. Full details of the requirements are set out in the Specification and other documents that form part of the tender pack. The Council intends to appoint two operators to provide dockless bike hire (DBH) concession services in the London Borough of Camden. The contracts will give permission to operate DBH services in the borough. The services covered by this tender documentation are split into two Lots as follows: Lot 1: Two contracts to be awarded, for shared access to operate in the Borough. Lot 2: A single contract to be awarded, for access to operate in the full capacity of the Borough, where only one compliant tender is received. Please note that separate UK4 Notices have been published for Lot 1 (contract 1) and Lot 2. Because the Authority intends to award contracts under either Lot 1 or Lot 2, the total estimated concession value for Lot 2 is the same as for Lot 1. Lot 1 (contract 1) Notice identifier: 2026/S 000-079931
