Summary of the contracting process

North East Combined Authority is seeking a delivery partner for the SME Energy Savings Programme. The service covers energy advice, including decarbonisation plans, and energy audits for small and medium-sized enterprises and voluntary, community and social enterprises. It also includes managing a match-funded grant fund for SMEs, developing a directory of local installers, and signposting businesses to the supply chain. The grants are non-repayable contributions towards installing energy-efficiency measures at business premises; VCSEs cannot use this fund but can apply to other North East funds. The programme will cover urban and rural areas across Durham, Sunderland, South Tyneside, North Tyneside, Gateshead, Newcastle upon Tyne and Northumberland. The work is classified as energy-efficiency consultancy services.

The procurement has reached tender: the authority invited offers through an open procedure. Questions could be submitted until 10 September 2026 at 23:59:59, and tenders must be submitted electronically through the OPEN e-tendering platform by 21 September 2026 at 17:00. Bidders must register on the platform and use reference OPEN20261859; email submissions are not accepted. The contract is expected to run from 23 November 2026 to 31 March 2029. Its maximum value is £750,000 excluding VAT, or £900,000 including VAT, and it includes management of a £1,000,000 match-funded grant fund. The anticipated award decision date is 18 November 2026. Quality carries 80% of the evaluation and price 20%.

This opportunity suits organisations experienced in delivering energy-efficiency advice, decarbonisation planning and energy audits to SMEs and VCSEs. Strong candidates will be able to manage grant programmes, assess applications and support the installation of practical energy-efficiency measures at business premises. The requirement also calls for capability in developing and maintaining a supplier directory, understanding the local installer market, and providing effective signposting to businesses. Delivery experience across a broad North East geography, including urban and rural communities, is relevant. Suppliers will need sufficient operational capacity to coordinate advice, audits, grants and supply-chain engagement over the contract period, while working under the authority’s oversight through a Programme Advisory Board and regular review meetings. The high quality weighting places particular importance on the proposed service model and delivery approach.
