Wolverhampton City Council intends to establish a multi-lot framework for violence prevention and intervention services, classified as a community action programme (CPV 85322000). This process is intended for voluntary, community and social enterprises, and for small and medium-sized enterprises established or operating in Wolverhampton. Participation will be restricted to organisations that can demonstrate both the relevant VCSE and/or SME eligibility and a local presence in the city. Suppliers likely to be well placed are community and public-health organisations with experience of violence prevention, early intervention, community engagement and supporting people at heightened risk of violence. Relevant preparation includes showing how services can prevent serious violence and reduce the risk of people becoming victims or perpetrators. Local organisations can use the planned engagement to review proposed specification changes, ask questions and provide feedback before the procurement documents are finalised.

Notice Description

This procurement relates to the establishment of a multi-lot framework for violence prevention and intervention services. The framework will support the Council and its partners in delivering a public health approach to serious violence by commissioning services focused on prevention, early intervention, community engagement and support for individuals at increased risk of becoming victims or perpetrators of violence. Reservation of Competition This procurement is reserved in accordance with the Local Government (Exclusion of Non commercial Considerations) (England) Order 2026 and associated Government guidance on reserving below-threshold competitions. Participation is restricted to: Voluntary, Community and Social Enterprises (VCSEs); and/or Small and Medium-sized Enterprises (SMEs) that are established and/or operating within the City of Wolverhampton local area. Bidders will be required to demonstrate both their eligibility as a VCSE and/or SME and their local presence within Wolverhampton. Organisations that do not meet these requirements will not be eligible to participate in the procurement process.

Planning Information

This is the second round of the Preliminary Market Engagement (PME) programme. The first PME event was held on 2 September and covered: An overview of the proposed framework; An introduction to the proposed lot structure; The indicative procurement timetable, including anticipated publication, award and commencement dates; and Details of the planned second and third PME events, including how providers can participate in future engagement activities. The first event provided suppliers with an early opportunity to understand the Council's intentions and contribute to shaping the procurement approach through market engagement. This PME event is scheduled for 02 October 2026 between 10:00am - 11:00am and will build upon the discussions held during the first session. The purpose of this event is to provide an update to the market on the changes made to the service specifications following the feedback and engagement received from providers during the initial PME event. Providers will also have a further opportunity to review the proposed changes, ask questions, and provide additional feedback to help inform the final procurement documentation. Any organisation wishing to attend the PME session should ensure that their current contact details are sent to safer@wolverhampton.gov.uk with subject line CWC26108 Youth Engagement and Intervention Framework PME. Organisations will be invited to attend the meeting via an online link, which will be distributed from the loveyourcommunity@wolverhampton.gov.uk email address.
