Summary of the contracting process

Lancashire County Council is buying legionella water temperature monitoring and inspection services for its establishments across Lancashire. The work covers regular monitoring of water temperatures, inspections and related tasks at sites nominated by the council, together with call-outs and reactive repairs to faults. Participation is restricted to suppliers that have joined the Dynamic Market for Legionella Services and signed its terms of use. Contracts are planned from 1 October 2026 to 30 September 2029. There are two lots: North, covering 315 sites and valued at £990,000 excluding VAT (£1,188,000 including VAT); and South, covering 306 sites and valued at £765,000 excluding VAT (£918,000 including VAT). A supplier may win only one lot. Evaluation is quality 50%, price 40% and social value 10%.

This opportunity suits specialist legionella and water-safety service providers with the operational capability to monitor water temperatures, carry out inspections, undertake related compliance tasks and respond to call-outs and reactive faults. Suppliers must be able to work to HSE ACOP L8, HSG 274 and applicable British and European Standards, following site instructions from the council’s representative or Legionella Control Officer. The requirement will suit businesses with established field teams, scheduling and reporting processes, and sufficient geographic coverage to service a large number of premises in either the northern or southern area of Lancashire. Because participation is limited to members of the Dynamic Market for Legionella Services, eligible businesses must already have joined that market and signed its terms of use. Suppliers should also be prepared to demonstrate strong service quality and social value.

The provision of Water Temperature Monitoring/Inspections has been split geographically across two contracts. Each service provider will be a designated provider for their respective geographical contract. The Authorities premises have been split. * Contract A - North * Contract B - South This Service comprises the monitoring of water temperatures along with inspections and related tasks at sites nominated by the Authority to satisfy HSE ACOP L8, Health and Safety Guidance 274 ("HSG 274") All work must be completed in accordance with applicable British and European Standards All works are located within Lancashire County Council establishments across the county. The Services shall be carried out and completed at the frequencies set out in the specification, which may be amended by the Authority from time to time. The scope does include for any call out or reactive repair of faults.
