Summary of the contracting process

North Tyneside Borough Council intends to establish a flexible framework for therapeutic and specialist assessment services supporting adoption. The services will be delivered on behalf of Adopt North East and will cover children with adoption plans, children in care placed for adoption, prospective and approved adopters, adopted children and adults, adoptive parents, wider adoptive family members, birth family members and members of families’ support networks. The work is classified as health and social work services. It is intended to support adoption-related therapeutic provision and specialist assessments across the council’s adoption service. Suppliers offering clinical, therapeutic, psychological, social work or specialist assessment services for adoption-related needs may find the scope relevant.

This procurement is at the planning stage: the council has stated an intention to reopen an existing framework, rather than inviting tenders at this stage. The expected arrangement is a framework agreement with one lot, planned to run from 3 October 2026 to 2 October 2028, with a possible extension to 3 October 2028 and renewal rights. The estimated value is £5.7 million excluding VAT, or £6.84 million including VAT; the framework description also gives an indicative value of £950,000 per year. The next notice is expected on 1 October 2026. A therapeutic provider gathering is planned for 10 September 2026 in North Shields to explain the proposed tender process, application requirements and partnership expectations.

The framework is intended for providers able to deliver adoption-focused therapeutic support and specialist assessments to a broad range of children, adults, adopters, birth relatives and wider support networks. It should suit organisations with experience of adoption support, therapeutic intervention, assessment work and partnership working with adoption services. The council has expressly identified the procurement as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so smaller specialist practices, charities and social enterprises may be well placed to prepare. Providers should use the planned engagement to understand the application requirements, expected service model and how the framework will support adoptive families before the procurement reaches tender stage.

Therapeutic Provider Gathering, taking place on Thursday 10 September 2026, from 10:00am-12:00pm. Venue: Burnett Room, Linskill Centre, North Shields, NE30 2AY The event is to bring together therapeutic providers, interested in joining our Therapeutic Provider Framework and colleagues from across our service. The event will provide an opportunity to hear updates on our therapeutic offer and provider framework, meet existing and prospective providers, and strengthen collaborative working to support adoptive families. The session will provide an overview of the tender process, application requirements and expectations of working in partnership with us. This is the re-opening of framework tender, we will discuss how to apply and answer any questions you may have.
