Summary of the contracting process

NHS England (London Region) commissioned an integrated, pan-London community pathway service for people with offender personality disorder. The service combines five pathway elements: offender-management support, including case consultation, formulation, pathway planning and workforce development; intensive psychological support and risk-management interventions; medication to manage sexual arousal for people who have committed sexual offences; psychologically informed planned environment provision at Canadian Avenue Approved Premises; and wider assessment, treatment, consultation and training for probation and prison partners. This is a healthcare service, classified under CPV 85121000, with delivery across London. The buyer is NHS England, and the service is designed to support approved premises, probation services and prison partners throughout the London Probation region.

This procurement has reached the awarded and contract-modification stage. The single lot was awarded to Oxleas NHS Foundation Trust, and the contract is active. The contract was signed on 15 December 2023 and commenced on 1 April 2024 for an initial four-year period, with an option for a further two years at the authority’s discretion; the maximum duration is six years. Its stated value is £31,999,056. The modification redistributes funding between delivery partners, reducing the probation element and increasing Oxleas’ element to support additional psychologist resource. It also includes agreed uplifts. The stated annual values are £5,127,316 for 2024 and 2025, and £5,436,106 for each year from 2026 to 2029. The service purpose and character remain materially unchanged.

This award shows sustained London demand for specialist offender personality disorder healthcare delivered across health, probation and prison settings. A credible future supplier would need to integrate psychological assessment, treatment and consultation with offender-management pathways, provide intensive risk-management interventions, and support operational teams through formulation, pathway planning, training and workforce development. Relevant capability also includes medication support for people who have committed sexual offences and psychologically informed planned-environment provision in approved premises. Providers would need enough clinical and management capacity to work across all Probation Local Delivery Units and coordinate effectively with probation and prison partners. Experience deploying additional psychologist resource, maintaining service continuity during workforce pressures and delivering a pan-London pathway would be particularly relevant to this buyer’s requirement.
