Summary of the contracting process

Blackburn with Darwen Borough Council procured specialist engineering and inspection services for Livesey Hall Rail Bridge, a council-owned post-tensioned concrete footbridge spanning the railway near Cherry Tree, Pleasington. The requirement covers a full post-tensioned inspection, assessment and management plan so the structure can be inspected, managed and maintained effectively, with risks logged and reduced. The work also supports the council’s structure management strategy, requested by Network Rail because the bridge presents a risk over its railway lines. Services fall within architectural, construction, engineering and inspection services (CPV 71000000). Delivery is in Blackburn with Darwen, Lancashire, at Livesey Hall Rail Bridge near Cherry Tree and Pleasington. The requirement is for professional technical advice and staged bridge-management work rather than general construction or routine visual inspection.

The procurement is complete and the contract was awarded to Pell Frischmann Consultants Limited. It used a direct award below the applicable threshold, without competition, after prices were requested and one price was received. The award date and contract signature date were 25 August 2026. The contract runs from 25 August 2026 to 24 August 2027. Its value is £61,428 excluding VAT and £73,714 including VAT. There is one completed lot. The scope is delivered as a phased package, with each phase undertaken separately and the next phase tailored to the findings from the previous stage. The evaluation outcome reflects the supplier’s ability to provide a competent, knowledgeable and sensible phased approach to highly specialist post-tensioned bridge inspection and management.

This procurement demonstrates demand from Blackburn with Darwen Borough Council for highly specialist post-tensioned bridge inspection and management expertise. Suppliers seeking to compete for a future requirement of this type would need proven capability in inspecting and assessing post-tensioned concrete bridge structures, identifying and managing structural risk, and producing a practical inspection and management plan. Experience of bridges over operational railway infrastructure would be particularly relevant, given the need to address risks affecting Network Rail’s lines. The successful approach was phased, with later work shaped by earlier findings, so credible providers would need strong technical judgement, staged investigation methods and the capacity to adapt their work programme as evidence develops. Engineering consultancy experience covering construction and inspection services would be central to competing for this buyer’s requirement.
